A digital broadcasting system which is robust against an error when mobile service data is transmitted and a method of processing data are disclosed. The mobile service data is subjected to an additional coding process and the coded mobile service data is transmitted. Accordingly, it is possible to cope with a serious channel variation while applying robustness to the mobile service data.

What is claimed is: 1. An apparatus for transmitting a broadcast signal, the apparatus comprising; an encoder configured to encode mobile service data for Forward Error Correction (FEC); a signaling encoder configured to encode Transmission Parameter Channel (TPC) data including transmission parameters for FEC; a group formatter configured to form data groups including the encoded mobile service data and the encoded TPC data, each of the data groups including a plurality of data blocks and the encoded TPC data inserted into a specific data block of the plurality of data blocks; a packet formatter configured to form data packets including data in the data groups; a multiplexer configured to multiplex the formed data packets and main data packets including main data; and a transmission unit configured to transmit the broadcast signal within a transmission frame, the broadcast signal including a parade of the data groups, wherein the parade includes a collection of consecutively numbered data groups having same FEC parameters, wherein the TPC data includes first information identifying parade to which each of the data groups belong and second information indicating a first-assigned data group number for the parade to which a first-assigned data group belongs, and wherein each of the data groups further includes an audio signal having a parameter that indicates a length of the audio signal. 2. The apparatus of claim 1 , wherein: each of the data groups further includes a plurality of regions; known data sequences are inserted into specific regions of the plurality of regions; and initialization data for initializing a memory in a trellis encoder of the apparatus is inserted in front of each of the known data sequences. 3. A method for transmitting a broadcast signal, the method comprising; encoding mobile service data for Forward Error Correction (FEC); encoding Transmission Parameter Channel (TPC) data including transmission frame information for FEC; forming data groups including the encoded mobile service data and the encoded TPC data, each of the data groups including a plurality of data blocks and the encoded TPC data inserted into a specific data block of the plurality of data blocks; forming data packets including data in the data groups; multiplexing the formed data packets and main data packets including main data; and transmitting the broadcast signal within a transmission frame, the broadcast signal including a parade of the data groups, wherein the parade includes a collection of consecutively numbered data groups having same FEC parameters, wherein the TPC data further includes first information identifying a parade to which each of the data groups belong and second information indicating a first-assigned data group number for the parade to which a first-assigned data group belongs, and wherein each of the data groups further includes an audio signal having a parameter that indicates a length of the audio signal. 4. The method of claim 3 , wherein: each of the data groups further includes a plurality of regions; known data sequences are inserted into specific regions of the plurality of regions; and initialization data for initializing a memory in a trellis encoder of an apparatus for transmitting is inserted in front of each of the known data sequences.
