What is claimed is: 1. An isolated antibody that binds specifically to a B7-H1 polypeptide which comprises (a) amino acids having the sequence set forth in SEQ ID NO:1; or (b) amino acids that are encoded by a polynucleotide comprising nucleotides having the sequence set forth in SEQ ID NO:2. 2. The isolated antibody of claim 1 , which is a monoclonal antibody. 3. The isolated antibody of claim 1 , which binds to the polypeptide comprising amino acids having the sequence set forth in SEQ ID NO:1. 4. An antibody fragment that specifically binds to a B7-H1 polypeptide which comprises (a) amino acids having the sequence set forth in SEQ ID NO:1; or (b) amino acids that are encoded by a polynucleotide comprising nucleotides having the sequence set forth in SEQ ID NO:2. 5. The antibody fragment of claim 4 , which is an F(ab) 2 fragment, an Fab fragment or a single-chain Fv fragment (scFv) and which specifically binds to the polypeptide of (a) or (b). 6. The monoclonal antibody of claim 2 , which is a chimeric or a humanized monoclonal antibody. 7. A hybridoma which produces a monoclonal antibody according to claim 2 . 8. The isolated antibody according to claim 1 , which binds to a polypeptide comprising amino acids having a sequence from amino acid residue 23 to amino acid residue 290 of SEQ ID NO:1; or a polypeptide comprising one or more conservative substitutions in SEQ ID NO:1. 9. The isolated antibody according to claim 1 , which binds to a polypeptide comprising amino acids having a sequence from about amino acid residue 20 to amino acid residue 290 of SEQ ID NO:1. 10. The isolated antibody according to claim 1 , which binds to a polypeptide comprising amino acids having a sequence from amino acid residue 23 to amino acid residue 290 of SEQ ID NO:1. 11. An isolated antibody which selectively binds to a B7-H1 polypeptide which (a) comprises amino acids having a sequence from amino acid residue 23 to amino acid residue 239 of SEQ ID NO:1. 12. An isolated antibody or an antigen binding fragment thereof which selectively binds to the polypeptide of SEQ ID NO:1. 13. The isolated antibody according to claim 12 which is a polyclonal, a monoclonal, a chimeric, a human, a humanized antibody, or an antigen binding antibody fragment thereof. 14. The isolated antibody according to claim 12 which is an Fab antibody fragment, an F(ab′)2 antibody fragment, a single chain antibody fragment, an scFv antibody fragment, or an antigen-binding fragment thereof. 15. The isolated antibody according to claim 12 which is attached to a solid substrate. 16. The isolated antibody of claim 12 , which inhibits the co-stimulatory activity of said B7-H1 polypeptide of SEQ ID NO:1. 17. The isolated antibody of claim 12 , which inhibits the co-stimulatory activity of said B7-H1 polypeptide of SEQ ID NO:1 on a T-cell. 18. An isolated cell that is capable of expressing the antibody of claim 1 . 19. A composition comprising the antibody of claim 1 and a pharmaceutically acceptable excipient. 20. The composition of claim 19 , wherein said antibody is a polyclonal antibody, a monoclonal antibody, a chimeric antibody, a human antibody, or a humanized antibody. 21. The composition of claim 19 , wherein said antibody inhibits the co-stimulatory activity of said B7-H1 polypeptide of SEQ ID NO:1. 22. A method for detecting the presence of a B7-H1 polypeptide in a sample comprising: (a) contacting the sample with the isolated antibody of claim 1 ; and (b) determining the binding of said antibody to the polypeptide in the sample to thereby detect the presence of a B7-H1 polypeptide in the sample. 23. An isolated antibody or an antigen binding fragment thereof which specifically binds to a polypeptide consisting of amino acids having the sequence set forth in SEQ ID NO:1. 24. A method of making an antibody, or an antigen binding fragment thereof comprising: providing a polypeptide which is (a) a polypeptide comprising amino acids having the sequence set forth in SEQ ID NO:1; or (b) a polypeptide which is encoded by a polynucleotide comprising nucleotides having the sequence set forth in SEQ ID NO:2 to an immunocompetent vertebrate; and harvesting from the vertebrate blood or serum comprising an antibody which specifically binds to said polypeptide, or an antigen binding fragment thereof. 25. A composition comprising the antibody fragment according to claim 4 and a pharmaceutically acceptable excipient. 26. The composition according to claim 25 , wherein said antibody fragment is an Fab fragment, an F(ab′)2 fragment, a single chain antibody fragment, an scFv antibody fragment, or an antigen-binding fragment thereof. 27. An antibody or an antigen binding fragment thereof which binds to a soluble B7-H1 polypeptide which is not membrane-bound, wherein said soluble B7-H1 polypeptide comprises amino acid domain(s) having the sequence(s) shown in FIG. 2A (SEQ ID NO:1) such that the polypeptide is soluble.
