Surgical implants of the present disclosed include a film comprising a first therapeutic agent and a mesh comprising a second therapeutic agent. The surgical implant includes a film in direct contact with a mesh. The first therapeutic agent may be released at a first rate and the second therapeutic agent may be released at a second rate.

A surgical implant comprising: a film comprising carboxymethylcellulose, glycerol and a first therapeutic agent and covering at least a portion of a mesh comprising a second therapeutic agent, wherein the carboxymethylcellulose and the glycerol are combined at a 5:1 ratio, the first therapeutic agent and the second therapeutic agent releasable in situ at different rates. 2.
