The web product has at least one ply having a first plurality of low density regions having a first area in the machine and cross-machine directions and a second plurality of low density regions having a second area in the machine and cross-machine directions. The first and second areas are different. The web product has a Dry Bulk, DB, value greater than 15.5 cc/g and a Wet Burst, WB, value greater than 400g.
