Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may detect that the UE has entered a no-transmit zone or is within a distance from the no-transmit zone that satisfies a threshold, wherein a frequency or frequency band associated with the no-transmit zone is disallowed for uplink transmissions. The UE may perform an action based at least in part on the UE having entered the no-transmit zone or being within the distance from the no-transmit zone. Numerous other aspects are described.

What is claimed is: 1 . An apparatus for wireless communication at a user equipment (UE), comprising: one or more memories; and one or more processors, coupled to the one or more memories, which are configured, individually or in any combination, to: detect that the UE has entered a no-transmit zone or is within a distance from the no-transmit zone that satisfies a threshold, wherein a frequency or frequency band associated with the no-transmit zone is disallowed for uplink transmissions; and perform an action based at least in part on the UE having entered the no-transmit zone or being within the distance from the no-transmit zone. 2 . The apparatus of claim 1 , wherein the one or more processors are configured, individually or in any combination, to: perform a reselection to a frequency or frequency band that permits uplink transmissions, wherein the reselection is based at least in part on a prohibit timer, wherein the reselection is prohibited when the prohibit timer is running, and the reselection is permitted after an expiry of the prohibit timer. 3 . The apparatus of claim 1 , wherein the one or more processors are configured, individually or in any combination, to: perform a reselection to a frequency or frequency band that permits uplink transmissions, wherein the reselection is based at least in part on a hysteresis value associated with one or more of entering the no-transmit zone or exiting the no-transmit zone. 4 . The apparatus of claim 3 , wherein the reselection is prohibited based at least in part on the UE not satisfying the hysteresis value, or the reselection is permitted based at least in part on the UE satisfying the hysteresis value. 5 . The apparatus of claim 1 , wherein the one or more processors are configured, individually or in any combination, to: transmit, prior to entering the no-transmit zone, an indication of an expected time of absence, wherein the expected time of absence is associated with an expected duration of no uplink transmissions for the UE. 6 . The apparatus of claim 5 , wherein the expected time of absence is based at least in part on a speed of the UE and one or more dimensions of the no-transmit zone. 7 . The apparatus of claim 5 , further comprising: determining that a downlink paging is to be delayed by a network node based at least in part on the indication of the expected time of absence. 8 . The apparatus of claim 1 , wherein the one or more processors are configured, individually or in any combination, to: camp on the frequency or frequency band, and wherein the frequency or frequency band is a downlink-only frequency or frequency band associated with a downlink-only cell. 9 . The apparatus of claim 8 , wherein the one or more processors are configured, individually or in any combination, to: receive, via the downlink-only cell, an emergency alert message, wherein the emergency alert message is an Earthquake and Tsunami Warning System (ETWS) message or a Commercial Mobile Alert System (CMAS) message. 10 . The apparatus of claim 8 , wherein the one or more processors are configured, individually or in any combination, to: receive, via the downlink-only cell, a downlink paging message. 11 . The apparatus of claim 10 , wherein the one or more processors are configured, individually or in any combination, to: perform, prior to responding to the downlink paging message, a reselection to a frequency or frequency band that permits uplink transmissions. 12 . The apparatus of claim 11 , wherein the frequency or frequency band that permits uplink transmissions is associated with a different public land mobile network, and the reselection is based at least in part on a registration or a roaming. 13 . The apparatus of claim 10 , wherein the one or more processors are configured, individually or in any combination, to: receive assistance information that indicates the frequency or frequency band that permits uplink transmissions; and respond to the downlink paging message based at least in part on the assistance information. 14 . The apparatus of claim 10 , wherein the one or more processors are configured, individually or in any combination, to: move outside of the no-transmit zone in order to respond to the downlink paging message. 15 . The apparatus of claim 1 , wherein the UE is an aerial UE, an unmanned aerial vehicle (UAV), an uncrewed aerial vehicle, an aerial vehicle, or a drone. 16 . An apparatus for wireless communication at a network node, comprising: one or more memories; and one or more processors, coupled to the one or more memories, which are configured, individually or in any combination, to: detect that a user equipment (UE) has entered a no-transmit zone or is within a distance from the no-transmit zone that satisfies a threshold, wherein a frequency or frequency band associated with the no-transmit zone is disallowed for uplink transmissions; and perform an action based at least in part on the UE having entered the no-transmit zone or being within the distance from the no-transmit zone. 17 . The apparatus of claim 16 , wherein the one or more processors are configured, individually or in any combination, to: assist the UE with a reselection to a frequency or frequency band that permits uplink transmissions; receive, prior to the UE entering the no-transmit zone, an indication of an expected time of absence, wherein the expected time of absence is associated with an expected duration of no uplink transmissions for the UE; delaying a downlink paging for the UE based at least in part on the expected time of absence; or assist the UE with camping on the frequency or frequency band, and wherein the frequency or frequency band is a downlink-only frequency or frequency band associated with a downlink-only cell. 18 . The apparatus of claim 17 , wherein the one or more processors are configured, individually or in any combination, to: transmit, via the downlink-only cell, an emergency alert message, wherein the emergency alert message is an Earthquake and Tsunami Warning System (ETWS) message or a Commercial Mobile Alert System (CMAS) message; transmit, via the downlink-only cell, a downlink paging message; or assist, prior to the UE responding to the downlink paging message, the UE with a reselection to a frequency or frequency band that permits uplink transmissions. 19 . The apparatus of claim 18 , wherein the one or more processors are configured, individually or in any combination, to: transmit assistance information that indicates the frequency or frequency band that permits uplink transmissions; and receive a response to the downlink paging message based at least in part on the assistance information. 20 . A method of wireless communication performed by a user equipment (UE), comprising: detecting that the UE has entered a no-transmit zone or is within a distance from the no-transmit zone that satisfies a threshold, wherein a frequency or frequency band associated with the no-transmit zone is disallowed for uplink transmissions; and performing an action based at least in part on the UE having entered the no-transmit zone or being within the distance from the no-transmit zone.
