1 . An opening detection device comprising: a casing that is to be attached to a packaging material whose electric characteristics change when the packaging material is opened; and a detection section configured to detect opening of the packaging material based on change of the electric characteristics, wherein the casing includes a holding structure with which the packaging material is detachably held. 2 . The opening detection device according to claim 1 , wherein the casing includes a first casing that is disposed opposite a first surface of the packaging material, and a second casing that is disposed opposite a second surface of the packaging material, the first casing and the second casing hold the packaging material between the first casing and the second casing, and at least one of the first casing and the second casing moves to hold the packaging material. 3 . The opening detection device according to claim 2 , wherein the second casing includes a fitting portion that is to be fitted to the first casing, and the first casing includes a first communication hole that is communicated with the fitting portion. 4 . The opening detection device according to claim 3 , wherein the fitting portion is in a first position when the packaging material is held between the first casing and the second casing and is in a second position when the packaging material is not held, and the fitting portion is movable between the first position and the second position. 5 . The opening detection device according to claim 4 , wherein the fitting portion is connected to the first casing in the first position and the second position. 6 . The opening detection device according to claim 2 , wherein the packaging material includes a circuit pattern that is to be broken by opening of the packaging material, and one of the first casing and the second casing includes a connection portion that is electrically connected to the circuit pattern. 7 . The opening detection device according to claim 6 , wherein at least one of the first casing and the second casing includes a projecting portion that projects toward the packaging material and is not electrically connected to the circuit pattern. 8 . The opening detection device according to claim 7 , wherein the projecting portion has a tapered shape. 9 . The opening detection device according to claim 7 , wherein the projecting portion is made of one of elastic material, adhesive material, and high friction material. 10 . The opening detection device according to claim 2 , wherein at least one of the first casing and the second casing includes a positioning portion for positioning the packaging material. 11 . The opening detection device according to claim 2 , further comprising an operation section for performing a predefined process, wherein the first casing includes a second communication hole through which the operation section is operated from an outside.
