A terminal includes: a reception unit configured to receive, via a downlink, information indicating a range of a value for determining a timer period; a control unit configured to determine a value in the range of value for determining the timer period, based on information indicating a priority of the terminal itself, and to determine the timer period based on the determined value; and a transmission unit configured to transmit an uplink signal for connection after an elapse of the determined timer period from detection of a release of a communication resource.

A terminal comprising: a reception unit configured to receive, via a downlink, information indicating a range of a value for determining a timer period; a control unit configured to determine a value in the range of value for determining the timer period, based on information indicating a priority of the terminal itself, and to determine the timer period based on the determined value; and a transmission unit configured to transmit an uplink signal for connection after an elapse of the determined timer period from detection of a release of a communication resource. 2 . The terminal as claimed in claim 1 , wherein the reception unit further receives information indicating a timing for dividing the range of the value for determining the timer period into a plurality of range segments, and the control unit determines which of the divided range segments is to be used, based on the information indicating the priority of the terminal itself, and determines the timer period based on a value included in the determined divided range segment. 3 . A network node comprising: a transmission unit configured to transmit, to a terminal, information indicating a range of value for determining a timer period; a reception unit configured to receive an uplink signal for connection; and a control unit configured to expect that a value in the range of value for determining the timer period is to be determined based on information indicating a priority of the terminal, that the timer period based on the determined value is to be determined, and that an uplink signal for connection is to be transmitted after an elapse of the determined timer period after detection of a release of a communication resource. 4 . A communication method performed by a terminal, the communication method comprising: receiving, via a downlink, information indicating a range of value for determining a timer period; determining a value in the range of value for determining the timer period, based on information indicating a priority of the terminal itself, and determining the timer period based on the determined value; and transmitting an uplink signal for connection after an elapse of the determined timer period from detection of a release of a communication resource.
