1 . A battery monitoring method comprising: acquiring monitoring data of a secondary battery; identifying a degradation factor based on the acquired monitoring data; and setting a usage condition of the secondary battery based on the degradation factor of the secondary battery. 2 . The battery monitoring method according to claim 1 , further comprising calculating a degradation degree of the secondary battery based on the acquired monitoring data to obtain a calculation result, wherein the setting of the usage condition includes setting the usage condition based on the calculation result of the degradation degree and the degradation factor. 3 . The battery monitoring method according to claim 2 , wherein the setting of the usage condition includes setting the usage condition based on the calculation result of the degradation degree, the degradation factor, and at least one of an operational status of a vehicle or an energy management status of a power system or a facility. 4 . The battery monitoring method according to claim 1 , further comprising displaying the set usage condition. 5 . A recording medium configured to store a battery monitoring program in a readable manner, the battery monitoring program being configured to cause at least one processor to: acquire monitoring data of a secondary battery; identify a degradation factor based on the acquired monitoring data; and set a usage condition of the secondary battery based on the degradation factor of the secondary battery. 6 . A battery monitoring system to monitor a secondary battery, the battery monitoring system comprising: a monitoring data acquiring unit configured to acquire monitoring data of the secondary battery; a degradation factor identifying unit configured to identify a degradation factor based on the monitoring data acquired by the monitoring data acquiring unit; and a usage condition setting unit configured to set a usage condition of the secondary battery based on the degradation factor identified by the degradation factor identifying unit. 7 . The battery monitoring system according to claim 6 , further comprising a degradation degree calculating unit configured to calculate a degradation degree of the secondary battery based on the monitoring data acquired by the monitoring data acquiring unit to obtain a calculation result, wherein the usage condition setting unit is configured to set the usage condition based on the calculation result obtained by the degradation degree calculating unit and the degradation factor identified by the degradation factor identifying unit. 8 . The battery monitoring system according to claim 7 , wherein the usage condition setting unit is configured to set the usage condition based on the calculation result of the degradation degree obtained by the degradation degree calculating unit, the degradation factor identified by the degradation factor identifying unit, and at least one of an operational status of a vehicle or an energy management status of a power system or a facility. 9 . The battery monitoring system according to claim 6 , further comprising a usage condition display unit configured to display the usage condition set by the usage condition setting unit.
