To provide graphene oxide that has high dispersibility and is easily reduced. To provide graphene with high electron conductivity. To provide a storage battery electrode including an active material layer with high electric conductivity and a manufacturing method thereof. To provide a storage battery with increased discharge capacity. A method for manufacturing a storage battery electrode that is to be provided includes a step of dispersing graphene oxide into a solution containing alcohol or acid, a step of heating the graphene oxide dispersed into the solution, and a step or reducing the graphene oxide.

What is claimed is: 1 . An active material layer comprising: an active material; and graphene, wherein electric conductivity of the graphene is higher than 8.65 S/cm when resistivity of the graphene is measured by a four-point van der Pauw method. 2 . The active material layer according to claim 1 , wherein the graphene comprises a region covering the active material. 3 . The active material layer according to claim 1 , wherein the graphene comprises a region in contact with the active material. 4 . The active material layer according to claim 1 , where in the graphene is multilayer graphene. 5 . The active material layer according to claim 1 , wherein the graphene makes surface contact with the active material. 6 . The active material layer according to claim 1 , wherein the graphene is reduced graphene oxide comprising an alkyl group supported by an ether bond or an ester bond. 7 . A secondary battery comprising: a current collector; and the active material layer according to claim 2 , wherein the active material layer is provided over the current collector. 8 . An active material layer comprising: an active material; and graphene, wherein resistivity of the graphene is lower than 1.16×10 −1 Ω·cm when the resistivity of the graphene is measured by a four-point van der Pauw method. 9 . The active material layer according to claim 8 , wherein the graphene comprises a region covering the active material. 10 . The active material layer according to claim 8 , wherein the graphene comprises a region in contact with the active material. 11 . The active material layer according to claim 8 , where in the graphene is multilayer graphene. 12 . The active material layer according to claim 8 , wherein the graphene makes surface contact with the active material. 13 . The active material layer according to claim 8 , wherein the graphene is reduced graphene oxide comprising an alkyl group supported by an ether bond or an ester bond. 14 . A secondary battery comprising: a current collector; and the active material layer according to claim 8 , wherein the active material layer is provided over the current collector.
