The present invention addresses the problem of providing a surface adjuster with which a chemical conversion coating having a surface state in which zinc phosphate crystals are densely packed can be formed even when the zinc phosphate chemical conversion treatment step is performed in a short time. The problem is solved by a surface adjuster for zinc phosphate chemical conversion treatment, which contains: a zinc-containing phosphate (A); an alkali salt (B) of a copolymer (b2) containing a 2-acrylamide-2-methylpropane sulfonic acid unit (b1), in which a ratio of (b1) in the copolymer (b2) is 7.5% by mass to 40.0% by mass; and an aqueous medium (C).

A surface adjuster for zinc phosphate chemical conversion treatment, comprising: a zinc-containing phosphate (A); an alkali salt (B) of a copolymer (b2) containing a 2-acrylamide-2-methylpropane sulfonic acid unit (b1), in which a ratio of (b1) in the copolymer (b2) is 7.5% by mass to 40.0% by mass; and an aqueous medium (C). 2 . The surface adjuster for zinc phosphate chemical conversion treatment according to claim 1 , comprising substantially no hectorite. 3 . A method of producing a metal material having a chemical conversion coating, the method comprising: the surface adjustment step of bringing the surface adjuster for zinc phosphate chemical conversion treatment according to claim 1 into contact with a metal material; and the chemical conversion treatment step of bringing a zinc phosphate chemical conversion treatment agent into contact with the metal material after the surface adjustment step. 4 . A method of producing a metal material having a paint, the method comprising the painting step of forming a paint on or over a surface of a metal material having a chemical conversion coating that is obtained by the method according to claim 3 .
