Embodiments of this application provide a communication method and apparatus. The method includes: a terminal device receives, from a network device, a fifth indication information indicating at least one feature priority of a target cell. The fifth indication information is comprised in at least one of a handover command or a reconfiguration-with-synchronization parameter. The terminal device selects at least one random access resource based on the at least one feature priority of the target cell.

What is claimed is: 1 . A communication method, comprising: receiving, by a terminal device, a fifth indication information indicating at least one feature priority of a target cell, the fifth indication information being comprised in at least one of a handover command or a reconfiguration-with-synchronization parameter; and selecting, by the terminal device, at least one random access resource based on the at least one feature priority of the target cell. 2 . The method according to claim 1 , wherein the at least one random access resource selected based on the at least one feature priority of the target cell is used for random access process of the target cell. 3 . The method according to claim 1 , further comprising: before receiving, by the terminal device, the fifth indication information, receiving, by the terminal device from a network device, a first system information block (SIB) comprising sixth indication information indicating at least one feature priority of a source cell, the first SIB being a SIB corresponding to the source cell; and selecting, by the terminal device, at least one random access resource based on the at least one feature priority of the source cell. 4 . The method according to claim 3 , wherein the at least one random access resource selected based on the at least one feature priority of the source cell is used for random access process of the source cell. 5 . The method according to claim 1 , wherein the at least one of the handover command or the reconfiguration-with-synchronization parameter is comprised in a radio resource control (RRC) reconfiguration message. 6 . The method according to claim 5 , wherein the RRC reconfiguration message comprises a second SIB comprising the at least one feature priority of the target cell, and the second SIB is a SIB corresponding to the target cell. 7 . The method according to claim 1 , wherein the at least one feature priority comprises one or more feature priorities of reduced capability (RedCap), network slicing, small data transmission (SDT) and coverage enhancement. 8 . A communication method, comprising: determining, by a network device, at least one feature priority of a target cell; and sending, by the network device, a fifth indication information indicating the at least one feature priority of the target cell, the fifth indication information being comprised in at least one of a handover command or a reconfiguration-with-synchronization parameter. 9 . The method according to claim 8 , further comprising: before sending, by the network device, the fifth indication information, sending, by the network device a terminal device, a first system information block (SIB) comprising sixth indication information indicating at least one feature priority of a source cell, the first SIB being a SIB corresponding to the source cell. 10 . The method according to claim 8 , wherein the at least one of the handover command or the reconfiguration-with-synchronization parameter is comprised in a radio resource control RRC reconfiguration message. 11 . The method according to claim 10 , wherein the RRC reconfiguration message comprises a second SIB comprising at least one feature priority parameter of the target cell, and the second SIB is a SIB corresponding to the target cell. 12 . The method according to claim 8 , wherein the at least one feature priority comprises one or more feature priorities of reduced capability (RedCap), network slicing, small data transmission (SDT) and coverage enhancement. 13 . A communication apparatus, comprising: a processor; and a memory coupled to the processor to store instructions, which when executed by the processor, cause the communication apparatus to perform: receiving a fifth indication information indicating at least one feature priority of a target cell, the fifth indication information being comprised in at least one of a handover command or a reconfiguration-with-synchronization parameter; and selecting at least one random access resource based on the at least one feature priority of the target cell. 14 . The communication apparatus according to claim 13 , wherein the random access resource selected based on the at least one feature priority of the target cell is used for random access process of the target cell. 15 . The communication apparatus according to claim 13 , wherein the communication apparatus is further caused to perform: before receiving the fifth indication information, receiving, from a network device, a first system information block (SIB) comprising sixth indication information indicating at least one feature priority of a source cell, the first SIB being a SIB corresponding to the source cell; and selecting at least one random access resource based on the at least one feature priority of the source cell. 16 . The communication apparatus according to claim 15 , wherein the at least one random access resource selected based on the at least one feature priority of the source cell is used for random access process of the source cell. 17 . The communication apparatus according to claim 13 , wherein the at least one of the handover command or the reconfiguration-with-synchronization parameter is comprised in a radio resource control RRC reconfiguration message. 18 . The communication apparatus according to claim 17 , wherein the RRC reconfiguration message comprises a second SIB comprising the at least one feature priority of the target cell, and the second SIB is a SIB corresponding to the target cell. 19 . The communication apparatus according to claim 13 , wherein the at least one feature priority comprises one or more feature priorities of reduced capability (RedCap), network slicing, small data transmission (SDT) and coverage enhancement.
