What is claimed is: 1 . A solid-state battery packaging material, comprising: at least a substrate layer, a barrier layer, and a sealant layer in this order, wherein the substrate layer includes at least two biaxially stretched resin films, and one or more of the at least two resin films other than an outermost layer have a water content of 4000 mass ppm or less. 2 . The solid-state battery packaging material of claim 1 , wherein the substrate layer has a thickness of 24 to 100 μm. 3 . The solid-state battery packaging material of claim 1 , wherein the at least two resin films are adhered to each other via an adhesive layer having a thickness of 1 to 10 μm. 4 . The solid-state battery packaging material of claim 1 , wherein the at least two resin films are polyester films containing a polyester resin. 5 . The solid-state battery packaging material of claim 3 , wherein the adhesive layer contains a polyester urethane resin, which is a reaction product of polyester polyol and isocyanate. 6 . The solid-state battery packaging material of claim 5 , wherein a CO2 transmittance of the at least two resin films that is measured in accordance with JIS K 7126 is 60 ml·mm/m 2 ·d·MPa or more. 7 . The solid-state battery packaging material of claim 1 , wherein the sealant layer has a melting point of 150° C. or higher. 8 . The solid-state battery packaging material of claim 1 , further comprising a modified layer that contains a silicone resin and is provided on the substrate layer. 9 . A solid-state battery, comprising: a battery body that contains a solid electrolyte; and a packaging bag that houses the battery body, wherein the packaging bag is a packaging bag obtained by heat sealing the solid-state battery packaging material according to claim 1 .
