Modular air cooling and distribution systems include a fan and heat exchanger cooling assembly and a controller which controls the fan speed based on temperature and velocity measurements. The cooling assembly includes a fluid-to-air heat exchanger and a variable speed fan. The fluid in the fluid-to-air heat exchanger may be propylene glycol or water. The heat exchanger minimizes pressure drop and maximizes heat transfer. The quantity of cooling assemblies is selected to match the indoor cooling requirements. The cooling assemblies are easily assembled together, stacked vertically, and/or connected horizontally, to match the cooling load. If additional cooling capacity is needed in the future, more cooling assemblies can easily be added, and the cooling assemblies may be expanded vertically and/or horizontally. The speed of the fans of the fan and heat exchanger assemblies are controlled based on fluid temperature and fluid velocity measurements, which may be obtained by an anemometer.

A cooling system, comprising: a fan and heat exchanger assembly, wherein the fan and heat exchanger assembly is disposed within a first interior portion of a building, the fan and heat exchanger assembly including: a variable speed fan; a heat exchanger, wherein the heat exchanger is in thermal communication with each of the variable speed fan and a water cooling system, wherein the water cooling system is disposed outside of the building; and a fan housing, the fan housing interposed between the variable speed fan and the heat exchanger to fluidly couple the variable speed fan to the heat exchanger, wherein the fan and heat exchanger assembly is thermally coupled to a server rack, wherein the server rack is disposed within a second interior portion of the building, wherein the first interior portion of the building is separated from the second interior portion of the building. 3 . The cooling system according to claim 2 , wherein the fan and heat exchanger assembly defines a baffle, the baffle separating the first interior portion of the building from the second interior portion of the building. 4 . The cooling system according to claim 3 , wherein an inlet of the fan and heat exchanger assembly defines a side surface of the baffle, the side surface of the baffle facing the first interior portion of the building. 5 . The cooling system according to claim 4 , wherein the inlet of the fan and heat exchanger assembly fluidly couples the first interior portion of the building to the second interior portion of the building. 6 . The cooling system according to claim 3 , wherein the fan and heat exchanger assembly includes a plurality of variable speed fans, a plurality of heat exchangers, and a plurality of fan housings. 7 . The cooling system according to claim 6 , wherein the fan and heat exchanger assembly is a stacked fan and heat exchanger assembly, the stacked fan and heat exchanger assembly including: a plurality of variable speed fans, each variable speed fan of the plurality of variable speed fans disposed in a stacked configuration; a plurality of heat exchangers, wherein each heat exchanger of the plurality of heat exchangers is in thermal communication with each of a respective variable speed fan of the plurality of variable speed fans and the water cooling system; and a plurality of fan housings, each fan housing of the plurality of fan housings interposed between a respective variable speed fan of the plurality of variable speed fans and a respective heat exchanger of the plurality of heat exchangers to fluidly couple each variable speed fan of the plurality of variable speed fans to each respective heat exchanger of the plurality of heat exchangers. 8 . The cooling system according to claim 2 , wherein the fan and heat exchanger assembly is a first fan and heat exchanger assembly, further comprising: a second fan and heat exchanger assembly, wherein the second fan and heat exchanger assembly is disposed within the first interior portion of the building, the second fan and heat exchanger assembly disposed adjacent to the first fan and heat exchanger assembly. 9 . The cooling system according to claim 8 , wherein the first fan and heat exchanger assembly and the second fan and heat exchanger assembly define a baffle, the baffle separating the first interior portion of the building from the second interior portion of the building. 10 . The cooling system according to claim 9 , wherein an inlet portion of each of the first fan and heat exchanger assembly and the second fan and heat exchanger assembly define a side surface of the baffle, the side surface of the baffle facing the first interior portion of the building. 11 . The cooling system according to claim 10 , wherein the inlet portion of each of the first fan and heat exchanger assembly and the second fan and heat exchanger assembly fluidly couples the first interior portion of the building to the second interior portion of the building. 12 . A cooling system, comprising: a starter assembly, wherein the starter assembly is disposed within an interior portion of a building, the starter assembly including: an enclosure assembly, the enclosure assembly defining an interior cavity, wherein a first side surface of the enclosure assembly defines a portion of a baffle, the baffle separating a first interior portion of the building from a second interior portion of the building; and a fan and heat exchanger assembly, wherein the fan and heat exchanger assembly is disposed within the interior cavity of the enclosure assembly, the fan and heat exchanger assembly including: a variable speed fan; a heat exchanger, wherein the heat exchanger is in thermal communication with each of the variable speed fan and a water cooling system, wherein the water cooling system is disposed outside of the building; and a fan housing, the fan housing interposed between the variable speed fan and the heat exchanger to fluidly couple the variable speed fan to the heat exchanger, wherein the fan and heat exchanger assembly is thermally coupled to a server rack, wherein the server rack is disposed within the first interior portion of the building. 13 . The cooling system according to claim 12 , further comprising: an add-on assembly, wherein the add-on assembly is disposed within the interior portion of the building, the add-on assembly including: an add-on enclosure assembly, the add-on enclosure assembly defining an interior cavity, wherein a first side surface of the add-on enclosure assembly defines a portion of the baffle; and an add-on fan and heat exchanger assembly, wherein the add-on fan and heat exchanger assembly is disposed within the interior cavity of the add-on enclosure assembly, the add-on fan and heat exchanger assembly including: an add-on variable speed fan; an add-on heat exchanger, wherein the add-on heat exchanger is in thermal communication with each of the add-on variable speed fan and the water cooling system; and an add-on fan housing, the add-on fan housing interposed between the add-on variable speed fan and the add-on heat exchanger to fluidly couple the add-on variable speed fan to the add-on heat exchanger, wherein the add-on fan and heat exchanger assembly is thermally coupled to the server rack. 14 . The cooling system according to claim 13 , wherein the enclosure assembly of the starter assembly and the add-on enclosure assembly share a common wall. 15 . The cooling system according to claim 14 , wherein an inlet of each of the fan and heat exchanger assembly and the add-on fan and heat exchanger assembly fluidly couples the first interior portion of the building to the second interior portion of the building. 16 . The cooling system according to claim 13 , wherein the fan and heat exchanger assembly is a stacked fan and heat exchanger assembly, the stacked fan and heat exchanger assembly including: a plurality of variable speed fans, each variable speed fan of the plurality of variable speed fans disposed in a stacked configuration; a plurality of heat exchangers, wherein each heat exchanger of the plurality of heat exchangers is in thermal communication with each of a respective variable speed fan of the plurality of variable speed fans and the water cooling system; and a plurality of fan housings, each fan housing of the plurality of fan housings interposed between a respective variable speed fan of the plurality of variable speed fans and a respective heat exchanger of the plurality of heat exchangers to fluidly couple each variable speed fan of the plurality of vari
