What is claimed is: 1 . A method for manufacturing a magnetic modulator that includes a magnetic pole piece member having a plurality of magnetic pole pieces arranged in a circumferential direction and a connection portion connecting adjacent magnetic pole pieces to each other in the circumferential direction, and a shaft member, the method comprising: a first process of manufacturing the magnetic pole piece member by axially laminating electromagnetic steel sheets each having the plurality of magnetic pole pieces and the connection portions; a second process of performing resin molding to integrate the magnetic pole piece member and the shaft member with resin; and a third process of performing removal processing on at least one of an inner peripheral surface and an outer peripheral surface of the magnetic pole piece member. 2 . The method for manufacturing a magnetic modulator according to claim 1 , wherein in the third process, at least one of the inner peripheral surface and the outer peripheral surface of the magnetic pole piece member is subjected to removal processing until at least one of circularity equal to or higher than a predetermined value and coaxiality with the shaft member equal to or higher than a predetermined value is obtained. 3 . The method for manufacturing a magnetic modulator according to claim 1 , wherein in the third process, both the inner peripheral surface and the outer peripheral surface of the magnetic pole piece member are cut or polished. 4 . The method for manufacturing a magnetic modulator according to claim 1 , wherein in the second process, the shaft member and the magnetic pole piece member are fixed by resin on one end side in an axial direction with respect to the magnetic pole piece member, and a bearing support ring and the magnetic pole piece member are fixed by resin on the other end side in the axial direction with respect to the magnetic pole piece member. 5 . The method for manufacturing a magnetic modulator according to claim 1 , wherein in the magnetic pole piece member, an inner peripheral surface of the magnetic pole piece and an inner peripheral surface of the connection portion are flush with each other. 6 . The method for manufacturing a magnetic modulator according to claim 1 , wherein in the third process, the connection portion is removed. 7 . The method for manufacturing a magnetic modulator according to claim 1 , wherein the magnetic pole piece member includes a recessed portion on a peripheral surface, and in the second process, the recessed portion is filled with resin. 8 . The method for manufacturing a magnetic modulator according to claim 1 , wherein the shaft member includes a shaped portion that suppresses mutual movement in a radial direction and an axial direction, at a joining portion with the resin that is integrated in the second process. 9 . A magnetic modulator comprising: a magnetic pole piece member made by axially laminating electromagnetic steel sheets each having a plurality of magnetic pole pieces arranged in a circumferential direction and a connection portion connecting adjacent magnetic pole pieces to each other in the circumferential direction; and a shaft member, wherein at least one of an inner peripheral surface and an outer peripheral surface of the magnetic pole piece member has circularity of 10 μm or less and coaxiality with the shaft member of 5 μm or less. 10 . The magnetic modulator according to claim 9 , wherein the plurality of magnetic pole pieces are concentrically disposed between an inner diameter side of a outer pole magnet and an outer diameter side of an inner pole magnet with a predetermined gap from each of the inner diameter side of the outer pole magnet and the outer diameter side of the inner pole magnet. 11 . The magnetic modulator according to claim 10 , wherein the number of magnetic pole pieces is the number obtained by subtracting the number of pole pairs of the inner pole magnet from the number of pole pairs of the outer pole magnet. 12 . The magnetic modulator according to claim 9 , wherein the connection portion has a predetermined radial width smaller than a radial width of the magnetic pole piece, and connects adjacent magnetic pole pieces to each other in the circumferential direction. 13 . The magnetic modulator according to claim 12 , wherein the connection portion is located at an innermost diameter of the magnetic pole piece member. 14 .
