What is claimed is: 1 . A chair comprising: a back rest having a back frame; and an awakening device that awakens a seated person, the awakening device having a biological sensor configured to detect biological signals of the seated person, a vibration device that provides a vibration to the seated person, and a control device that controls the vibration device; wherein: the vibration device is attached to an attachment member made of a metal provided in the back frame, the attachment member is disposed inside a recess portion formed to the back frame, the recess portion is formed on a surface of the opposite side of a seating surface of the back frame, the back rest has a pad material provided on a side of the seating surface of the back frame and a skin configured to cover the pad material from the side of the seating surface of the back frame, and the pad material is disposed on the side of the seating surface of the vibration device and is arranged between the vibration device and the skin. 2 . The chair of claim 1 , wherein the back rest has a pair of coupling pipe arranged to be spaced in a seat width direction, and the recess portion is disposed between the pair of coupling pipe in the seat width direction. 3 . The chair of claim 2 , wherein the vibration device is arranged at a same height position as the pair of coupling pipe in an up and down direction. 4 . The chair of claim 1 , wherein a width in a seat width direction of the vibration device is narrower than a width in the seat width direction of the pad material. 5 . The chair of claim 1 , wherein a width in a seat width direction of the pad material is wider than a width in the seat width direction of the recess portion. 6 . The chair of claim 1 , wherein a thickness of the pad material is greater than a thickness of the skin. 7 . The chair of claim 1 , wherein a rear end portion of the vibration device protrudes rearward from a rear side of the back frame. 8 . The chair of claim 1 , wherein a width in a seat width direction of the vibration device is narrower than a width in the seat width direction of the attachment member. 9 . The chair of claim 1 , wherein a width in a front to back direction of the vibration device is wider than a width in the front to back direction of the attachment member. 10 . The chair of claim 1 , wherein a thickness of a portion of the pad material that faces the vibration device is greater than a thickness of a portion of the pad material that does not faces the vibration device. 11 . A method for manufacturing a chair, wherein the chair has a back rest having a back frame, and an awakening device that awakens a seated person, the awakening device has a biological sensor configured to detect biological signals of the seated person, a vibration device that provides a vibration to the seated person, and a control device that controls the stimulation device, the back rest has a pad material and a skin, the method comprising: attaching the vibration device to an attachment member made of a metal, disposing the attachment member and the vibration device inside a recess portion formed on a surface of the opposite side of a seating surface of the back frame, disposing the pad material on the side of the seating surface of the back frame, and arranging the skin so that the skin covers the pad material from the side of the seating surface of the back frame.
