An electrode catalyst for a water electrolysis cell includes a catalyst, and a polymer of intrinsic microporosity having a Tröger's base skeleton containing a quaternary ammonium group. A water electrolysis cell includes an anode, a cathode, and an electrolyte membrane. The electrolyte membrane is disposed between the anode and the cathode. At least one selected from the group consisting of the anode and the cathode includes the electrode catalyst.

What is claimed is: 1 . An electrode catalyst for a water electrolysis cell, the electrode catalyst including: a catalyst; and a polymer of intrinsic microporosity having a Tröger's base skeleton containing a quaternary ammonium group. 2 . The electrode catalyst for the water electrolysis cell according to claim 1 , wherein the catalyst includes a layered double hydroxide. 3 . The electrode catalyst for the water electrolysis cell according to claim 1 , the electrode catalyst further including: a carrier supporting the catalyst, wherein the carrier includes at least one selected from the group consisting of a transition metal and carbon. 4 . The electrode catalyst for the water electrolysis cell according to claim 1 , wherein the catalyst includes iridium oxide. 5 . The electrode catalyst for the water electrolysis cell according to claim 1 , wherein the polymer of intrinsic microporosity is composed of a single kind of a monomer. 6 . The electrode catalyst for the water electrolysis cell according to claim 1 , wherein the polymer of intrinsic microporosity includes a group of atoms linking a plurality of nitrogen-containing heterocyclic rings to one another, and the group of atoms includes an aromatic ring. 7 . The electrode catalyst for the water electrolysis cell according to claim 6 , wherein the group of atoms does not include a crown ether. 8 . A water electrolysis cell comprising: an anode; a cathode; and an electrolyte membrane disposed between the anode and the cathode, wherein at least one selected from the group consisting of the anode and the cathode includes the electrode catalyst according to claim 1 . 9 . The water electrolysis cell according to claim 8 , wherein the electrolyte membrane includes an anion exchange membrane. 10 . A water electrolysis cell comprising: a diaphragm separating a first space and a second space from each other; an anode disposed in the first space; and a cathode disposed in the second space, wherein at least one selected from the group consisting of the anode and the cathode includes the electrode catalyst according to claim 1 . 11 . A water electrolyzer comprising: the water electrolysis cell according to claim 8 ; and a voltage applicator connected to the anode and the cathode and capable of applying a voltage between the anode and the cathode. 12 . A water electrolyzer comprising: the water electrolysis cell according to claim 10 ; and a voltage applicator connected to the anode and the cathode and capable of applying a voltage between the anode and the cathode.
