What is claimed is: 1 . A package or container comprising: a biodegradable resin; and a microcapsule including therein a decomposition accelerator for the biodegradable resin, wherein the microcapsule includes an outer shell containing a resin composition having photodegradability. 2 . The package or container according to claim 1 , wherein bias in concentration of the microcapsule is present in the package or container. 3 . The package or container according to claim 1 , wherein the decomposition accelerator for the biodegradable resin is a microorganism or enzyme secreted by the microorganism that can decompose the biodegradable resin. 4 . The package or container according to claim 1 , wherein the resin composition having photodegradability contains a resin having a carbonyl group or an optical excitation structure selected from carbon-carbon double bonds. 5 . The package or container according to claim 1 , wherein the resin composition having photodegradability contains a photodegradation agent or a resin including a photodegradable functional group. 6 . The package or container according to claim 2 , wherein a concentration of the microcapsule in an inside (side in contact with a product) of the package or container is higher than a concentration of the microcapsule in an outside (surface side) of the package or container. 7 . The package or container according to claim 6 , wherein the package or container includes a printing layer on an outside (surface side) and includes a region having a high concentration of the microcapsule on an underside of the printing layer. 8 . The package or container according to claim 2 , comprising: an easy-to-open part on a surface of the package or container; and a region having a high concentration of the microcapsule in a periphery of the easy-to-open part. 9 . The package or container according to claim 2 , comprising: an easy-to-open part in a periphery of the package or container; and a region having a high concentration of the microcapsule on an extension of the easy-to-open part.
