What is claimed is: 1 . A liquid absorber that absorbs a liquid containing water, comprising: a first base material; a second base material; and an absorption layer provided between the first base material and the second base material, wherein the absorption layer contains a flame-retardant substance, the flame-retardant substance contains a tautomeric compound, and the compound has a tautomer with a hydroxyl group. 2 . The liquid absorber according to claim 1 , wherein the tautomeric compound contains a nitrogen atom in a molecule. 3 . The liquid absorber according to claim 1 , wherein the flame-retardant substance contains melamine cyanurate. 4 . The liquid absorber according to claim 1 , wherein a content of the flame-retardant substance in the absorption layer is 1.0% by mass or more and 10.0% by mass or less. 5 . The liquid absorber according to claim 1 , wherein the absorption layer contains a cellulose fiber and a heat-fusible resin, in addition to the flame-retardant substance. 6 . The liquid absorber according to claim 1 , wherein the liquid absorber is used for absorbing ink. 7 . The liquid absorber according to claim 1 , wherein the liquid absorber is used for absorbing pigment ink containing a pigment. 8 . A printing apparatus comprising: the liquid absorber according to claim 1 .
