A dispatched vehicle extraction server, a dispatched vehicle extraction device, and a dispatched vehicle extraction method perform: acquiring a dispatching request, a user position and a vehicle position of a dispatched vehicle at the time of the dispatching request; calculating a time the user spends moving from the user position to a meeting site of the dispatched vehicle, calculating a time the user spends waiting, calculating a total time that would be spent by the user from when the user makes the dispatching request until the user arrives at an intended location by boarding the dispatched vehicle; extracting the dispatched vehicle that satisfies constraints relating to the total time and the time would be spent waiting according to the user attribute information at the proposed meeting sites; and outputting a combination of each of the proposed meeting sites and the dispatched vehicle.

1 . A dispatched vehicle extraction server comprising: a communication unit configured to acquire a dispatching request that including user attribute information from an operation terminal on which a user performs a request operation, and configured to acquire a user position and the vehicle position of a dispatched vehicle at a time of the dispatching request; and a controller configured to process the dispatching request and configured to acquire proposed meeting sites, the controller being further configured to calculate a time the user would spend moving from the user position to the proposed meeting sites at which the user arranges to meet with the dispatched vehicle, a time the user would spend waiting that is obtained according to a difference between a time the dispatched vehicle spends moves from the vehicle position to the proposed meeting site and a time the user would spend moving, and a total time that would be spent by the user from when the user makes the dispatching request until the user arrives at an intended location by boarding the dispatched vehicle, the controller being further configured to extract the dispatched vehicle that satisfies constraints relating to the total time and the time would be spent waiting according to the user attribute information at the proposed meeting sites, and the controller being further configured to outputs a combination of each of the proposed meeting sites and the dispatched vehicle. 2 . The dispatched vehicle extraction server according to claim 1 , the controller is further configured to calculate the total time and the time that would be spent waiting for each of the combination of the proposed meeting sites and dispatched vehicle, and the controller is further configured to extract a recommended combination from among the combinations based on the total time and the time that would be spent waiting. 3 . The dispatched vehicle extraction server according to claim 2 , wherein the controller is further configured to process the dispatching request and configured to acquire environment information pertaining to a surroundings of the user position, and the controller is further configured to correct the constraints based on the environment information. 5 . The dispatched vehicle extraction server according to claim 2 , wherein the controller is further configured to output information about the recommended combination via the communication unit to outside of the dispatched vehicle extraction server. 6 . The dispatched vehicle extraction server according to claim 1 , wherein when a value obtained by subtracting the time that would be spent moving from the time required for the dispatched vehicle to move from the vehicle position to one of the proposed meeting sites is equal to or greater than 0, the value is employed as the time that would be spent waiting. 7 . The dispatched vehicle extraction server according to claim 1 , wherein the communication unit the controller is further configured to acquire the user position from the operation terminal. 8 . The dispatched vehicle extraction server according to claim 1 , wherein the operation terminal is a portable terminal. 9 . A dispatched vehicle extraction device comprising: communication means for acquiring a dispatching request that including user attribute information from an operation terminal on which a user performs a request operation, and acquires a user position and a vehicle position of a dispatched vehicle at a time of the dispatching request; proposed meeting site acquiring means for acquiring proposed meeting sites; time calculation means for calculating a time the user would spends moving from the user position to a meeting site at which the user arranges to meet with the dispatched vehicle, a time the user would spend waiting that is obtained by obtained according to a difference between a time the dispatched vehicle spends moves from the vehicle position to the proposed meeting site and a time the user would spend moving, and a total time that would be spent by the user from when the user makes the dispatching request until the user arrives at an intended location by boarding the dispatched vehicle; extraction means for extracting the dispatched vehicle that satisfies constraints relating to the total time and the time that would be spent waiting according to the user attribute information at the proposed meeting sites; and output means for outputting a combination of each of the proposed meeting sites and the dispatched vehicle. 10 . A dispatched vehicle extraction method comprising: acquiring a dispatching request that including user attribute information from an operation terminal on which a user performs a request operation, and acquiring a user position and a vehicle position of a dispatched vehicle at the time of the dispatching request; calculating a time the user spends moving from the user position to a meeting site at which the user arranges to meet with the dispatched vehicle, calculating a time the user spends waiting that is obtained according to a difference between a time the dispatched vehicle spends moving from the vehicle position to the meeting site and a time the user spends moving, and calculating a total time that would be spent by the user from when the user makes the dispatching request until the user arrives at an intended location by boarding the dispatched vehicle; extracting the dispatched vehicle that satisfies constraints relating to the total time and the time would be spent waiting according to the user attribute information at the proposed meeting sites; and outputting a combination of each of the proposed meeting sites and the dispatched vehicle. 11 . A dispatched-vehicle-display terminal comprising: an operation unit configured to accept a dispatching request of a user, the dispatching request including user attribute information; a communication unit configured to transmit a user position at a time of the dispatching request and configured to receive a recommended dispatched vehicle upon extraction from among dispatched vehicles and proposed meeting sites at which the user arranges to meet with the dispatched vehicle; a display unit configured to display the recommended dispatched vehicle; a control unit configured to calculate a time the user would spend moving from the user position to the proposed meeting sites at which the user arranges to meet with the dispatched vehicle, a time the user would spend waiting that is obtained according to a difference between a time the dispatched vehicle spends moves from the vehicle position to the proposed meeting site and a time the user would spend moving, and a total time spent by the user from when the user makes the dispatching request until the user arrives at an intended location by boarding the dispatched vehicle; the control unit being configured to extract the recommended dispatched vehicle that satisfies constraints relating to the total time and the time would be spent waiting according to the user attribute information at the proposed meeting sites, and the control unit being further configured to outputs a combination of each of the proposed meeting sites and the dispatched vehicle.
