Provided herein is a method for performing, by a first apparatus ( 100 ), resource selection in a wireless communication system. The method may include the steps of receiving system information including configuration information related to exceptional pools from a base station ( 200 ); selecting the first exceptional pool or the second exceptional pool, based on at least one of a physical layer problem, a connection re-establishment, a handover, or a normal resource pool which is unavailable; selecting a resource from the selected exceptional pool; and performing a sidelink (SL) communication using the resource.

What is claimed is: 1 . A method for performing, by a first apparatus, wireless communication, the method comprising: obtaining information related to at least one exceptional pool; determining an exceptional pool which includes a hybrid automatic repeat request (HARQ) feedback resource among the at least one exceptional pool; transmitting a medium access control (MAC) protocol data unit (PDU) to a second apparatus based on the exceptional pool; receiving a HARQ feedback related to the MAC PDU based on the exceptional pool, wherein a normal resource pool and the exceptional pool are configured to the first apparatus, for the MAC PDU in which a HARQ feedback is set to enabled. 2 . The method of claim 1 , wherein the exceptional pool is always configured to the first apparatus, for the MAC PDU in which a HARQ feedback is set to enabled. 3 . The method of claim 1 , wherein that the at least one exceptional pool with no HARQ feedback resource is configured to the first apparatus is not allowed. 4 . The method of claim 1 , wherein the exceptional pool is selected based on a quality of service (QoS). 5 . The method of claim 1 , wherein the HARQ feedback includes at least one of HARQ feedback, channel state information (CSI), or closed-loop power control parameters. 6 . The method of claim 1 , wherein the exceptional pool is selected based on at least one of a physical layer problem, a connection re-establishment, a handover, or the normal resource pool which is unavailable. 7 . The method of claim 1 , wherein the exceptional pool is selected based on at least one of a cell reselection, a beam failure, or a beam reselection. 8 . The method of claim 1 , wherein the information is configured based on a validity area, and wherein the validity area includes at least one of a single sidelink zone, a sector, a single beam, or a set of cells. 9 . The method of claim 1 , further comprising: selecting a resource based on the exceptional pool, wherein the resource is selected based on a resource selection mechanism which includes random resource selection or short-term sensing resource selection. 10 . The method of claim 1 , further comprising: transmitting information, which is related to a need for an exceptional pool with higher reliability, to a base station, wherein the at least one exceptional pool includes an exceptional pool with higher reliability. 11 . The method of claim 1 , wherein the at least one exceptional pool includes a first exceptional pool and a second exceptional pool, and wherein the first exceptional pool and the second exceptional pool are from different radio access technologies (RATs). 12 . The method of claim 11 , wherein the first exceptional pool is from NR RAT, and wherein the first exceptional pool is selected based on the QoS which requires higher reliability. 13 . The method of claim 1 , further comprising: transmitting a request for a configuration related to an exceptional pool to a base station, wherein the information is received based on the request. 14 . A first apparatus for performing wireless communication, the first apparatus comprising: one or more memories storing instructions; one or more transceivers; and one or more processors connected to the one or more memories and the one or more transceivers, wherein the one or more processors execute the instructions to: obtain information related to at least one exceptional pool; determine an exceptional pool which includes a hybrid automatic repeat request (HARQ) feedback resource among the at least one exceptional pool; transmit a medium access control (MAC) protocol data unit (PDU) to a second apparatus based on the exceptional pool; receive a HARQ feedback related to the MAC PDU based on the exceptional pool, wherein a normal resource pool and the exceptional pool are configured to the first apparatus, for the MAC PDU in which a HARQ feedback is set to enabled. 15 . An apparatus configured to control a first user equipment (UE), the apparatus comprising: one or more processors; and one or more memories operably connectable to the one or more processors and storing instructions, wherein the one or more processors execute the instructions to: obtain information related to at least one exceptional pool; determine an exceptional pool which includes a hybrid automatic repeat request (HARQ) feedback resource among the at least one exceptional pool; transmit a medium access control (MAC) protocol data unit (PDU) to a second UE based on the exceptional pool; receive a HARQ feedback related to the MAC PDU based on the exceptional pool, wherein a normal resource pool and the exceptional pool is configured to the first apparatus, for the MAC PDU in which a HARQ feedback is set to enabled.
