A method is disclosed. The method includes determining whether the counter has reached a threshold value. The method also includes sending a request to reset the counter, to a payment authorizing entity, if it is determined that the counter has reached the threshold value, and then receiving, from the payment authorizing entity, a script in response to the request. What is claimed is: 1 . A method for managing a counter associated with a payment application resident on a mobile device, by the mobile device, the method comprising: determining whether the counter has reached a threshold value; sending a request to reset the counter, to a payment authorizing entity, if it is determined that the counter has reached the threshold value; receiving, from the payment authorizing entity, a script in response to the request; and executing a command to perform an operation specified in the script. 2 . The method of claim 1 , wherein prior to determining whether the counter has reached the threshold value, receiving a request for conducting a transaction. 3 . The method of claim 2 , wherein the transaction is an offline transaction. 4 . The method of claim 1 , wherein the operation specified in the script is to not reset the counter. 5 . The method of claim 1 , wherein the threshold value is a combined maximum value for all offline transactions. 6 . The method of claim 1 , wherein the mobile device is a mobile phone. 7 . The method of claim 2 , wherein prior to determining whether the counter has reached the threshold value, receiving a request for conducting a payment transaction. 8 . The method of claim 1 , wherein the mobile device is a mobile phone. 9 . The method of claim 1 , wherein the payment authorizing entity is an issuer computer. 10 . A mobile device comprising: a processor; and a computer readable medium coupled to the processor, the computer readable medium comprising code, executable by the processor for causing the processor to perform operations comprising determining whether a counter has reached a threshold value, sending a request to reset the counter, to a payment authorizing entity, if it is determined that the counter has reached the threshold value, receiving, from the payment authorizing entity, a script in response to the request, and executing a command to perform an operation specified in the script. 11 . The mobile device of claim 10 , wherein prior to determining whether the counter has reached the threshold value, receiving a request for conducting a transaction. 12 . The mobile device of claim 10 , wherein the operation specified in the script is to not reset the counter. 13 . The mobile device of claim 10 , wherein the mobile device is a cellular phone. 14 . The mobile device of claim 10 , further comprising a contactless element coupled to the processor. 15 . A method for managing a counter of a payment application resident on a mobile device, by a payment authorizing entity, the method comprising: receiving a request, from the payment application, to reset the counter; determining whether or not to reset the counter based at least in part on one or more policies and information about a user associated with the payment application; generating a command script based on the determination; and sending the command script to the payment application. 16 . The method of claim 15 , wherein sending the command script includes sending the command script to a mobile payment gateway prior to the command script being forwarded to the payment application. 17 . The method of claim 15 , wherein the mobile device is a mobile phone. 18 . The method of claim 15 , wherein the mobile device comprises a contactless element. 19 . The method of claim 15 , wherein the payment authorizing entity is an issuer computer. 20 . The method of claim 15 , wherein the command script specifies an operation, and the operation specified in the command script is to not reset the counter.
