A vehicle electronic control system includes a mode determination unit that is configured to determine whether a customization mode for a screen display related to an approval to a program update is set through a user's customization operation, and a screen display instruction unit that is configured to instruct the display terminal to display a progress screen of the program update according to a current update phase and a setting of the customization mode when the mode determination unit determines that the customization mode is set and instruct the display terminal to display the progress screen of the program update according to the current update phase and an initial setting when the mode determination unit determines that the customization mode is not set. The display terminal is configured to display the progress screen of the program update as instructed by the screen display instruction unit.

1 . A vehicle electronic control system, comprising: a vehicle master device that is configured to instruct a rewrite target electronic control unit (ECU) to write update data received from a center device and distribute the update data to the rewrite target ECU; the rewrite target ECU that is configured to write the update data received from the vehicle master device into a non-volatile memory; a display terminal; a mode determination unit that is configured to determine whether a customization mode for a screen display related to an approval to a program update is set through a user's customization operation; and a screen display instruction unit that is configured to: instruct the display terminal to display a progress screen of the program update according to a current update phase and a setting of the customization mode when the mode determination unit determines that the customization mode is set; and instruct the display terminal to display the progress screen of the program update according to the current update phase and an initial setting when the mode determination unit determines that the customization mode is not set, wherein the display terminal is configured to display the progress screen of the program update as instructed by the screen display instruction unit. 2 . A vehicle electronic control system, comprising: a vehicle master device that is configured to instruct a rewrite target electronic control unit (ECU) to write update data received from a center device and distribute the update data to the rewrite target ECU; the rewrite target ECU that is configured to write the update data received from the vehicle master device into a non-volatile memory; a meter device; a mode determination unit that is configured to determine whether an external mode for a screen display related to an approval to a program update is set; and a screen display instruction unit that is configured to: instruct the display terminal to display a progress screen of the program update according to a current update phase and a setting of the external mode when the mode determination unit determines that the external mode is set; and instruct the display terminal to display the progress screen of the program update according to the current update phase and an initial setting when the mode determination unit determines that the external mode is not set, wherein the display terminal is configured to display the progress screen of the program update as instructed by the screen display instruction unit. 3 . A vehicle electronic control system, comprising: a vehicle master device that is configured to instruct a rewrite target electronic control unit (ECU) to write update data received from a center device and distribute the update data to the rewrite target ECU; the rewrite target ECU that is configured to write the update data received from the vehicle master device into a non-volatile memory; a meter device; a mode determination unit that is configured to: determine whether a customization mode for a screen display related to an approval to a program update is set through a user's customization operation; and determine whether an external mode for the screen display related to the approval to the program update is set; and a screen display instruction unit that is configured to, when the mode determination unit determines that both the customization mode and the external mode are set: prioritize the external mode over the customization mode; and instruct the display terminal to display a progress screen of the program update according to a current update phase and a setting of the external mode, wherein the display terminal is configured to display the progress screen of the program update as instructed by the screen display instruction unit. 4 . The vehicle electronic control system according to claim 2 , wherein the vehicle master device includes: a rewrite specification data acquisition unit that is configured to acquire rewrite specification data from the center device; and a rewrite specification data analysis unit that is configured to analyze the rewrite specification data acquired by the rewrite specification data acquisition unit, wherein the mode determination unit is further configured to determine whether the external mode is set based on the rewrite specification data according to an analysis result by the rewrite specification data analysis unit. 5 . The vehicle electronic control system according to claim 4 , wherein the mode determination unit is further configured to determine whether at least a recall mode, a dealer mode, a factory mode, a function update notification mode, or a forced execution mode is set as the external mode. 6 . The vehicle electronic control system according to claim 5 , wherein the screen display instruction unit is configured to instruct the display terminal to display the progress screen through which a user cannot refuse an approval when the mode determination unit determines that the recall mode is set. 7 . The vehicle electronic control system according to claim 5 , wherein the screen display instruction unit is configured to instruct the display terminal to display the progress screen for a dealer that is different from the progress screen for a user when the mode determination unit determines that the dealer mode is set. 8 . The vehicle electronic control system according to claim 5 , wherein the screen display instruction unit is configured to instruct the display terminal to display the progress screen that does not require a user's approval when the mode determination unit determines that the factory mode is set. 9 . The vehicle electronic control system according to claim 5 , wherein the screen display instruction unit is configured to instruct the display terminal to display the progress screen through which a user can refuse an approval regardless of a setting of a customization by the user when the mode determination unit determines that the function update notification mode is set. 10 . The vehicle electronic control system according to claim 5 , wherein the screen display instruction unit is configured to instruct the display terminal to display the progress screen through which a user cannot refuse an approval regardless of a setting of a customization by the user when the mode determination unit determines that the forced execution mode is set. 11 . The vehicle electronic control system according to claim 1 , wherein the screen display instruction unit is further configured to instruct the display terminal to display the progress screen of the program update by at least either one of instructing whether to display a screen corresponding to a phase of a program rewrite, instructing whether to display an item on the screen, or instructing to change a display content of the item on the screen. 12 . The vehicle electronic control system according to claim 2 , wherein the screen display instruction unit is further configured to instruct for each phase whether an approval operation through the progress screen of the program update is required, the display terminal is configured to: display the progress screen that requires an approval when instructed to require the approval operation; and display the progress screen that does not require an approval when instructed not to require the approval operation. 13 . The vehicle electronic control system according to claim 12 , wherein the screen display instruction unit is further configured to be more likely to instruct not to require the approval operation during a first distribution where an urge
