What is claimed is: 1 . An electrode for lithium ion secondary batteries, wherein the electrode for lithium ion secondary batteries comprises a collector and an electrode mixture that is filled into the collector, wherein the collector has a carbon layer consisting of carbon material on a surface of a foam porous body consisting of metal. 2 . The electrode for lithium ion secondary batteries according to claim 1 , wherein the collector further has an oxide layer consisting of an oxide of the metal between the foam porous body and the carbon layer. 3 . The electrode for lithium ion secondary batteries according to claim 1 , wherein the foam porous body is a foam aluminum. 4 . The electrode for lithium ion secondary batteries according to claim 1 , wherein the carbon material is at least one selected from the group consisting of furnace black, Ketjen black and acetylene black. 5 . The electrode for lithium ion secondary batteries according to claim 1 , wherein the electrode for lithium ion secondary batteries is a positive electrode. 6 . The electrode for lithium ion secondary batteries according to claim 1 , wherein the carbon layer is formed by a gas phase method. 7 . The electrode for lithium ion secondary batteries according to claim 6 , wherein the gas phase method heats and brings a fluid into contact with a surface of the foam porous body. 8 . The electrode for lithium ion secondary batteries according to claim 7 , wherein the fluid is a hydrocarbon gas or alcohol vapor. 9 . The electrode for lithium ion secondary batteries according to claim 8 , wherein the hydrocarbon gas is methane gas or acetylene gas. 10 . The electrode for lithium ion secondary batteries according to claim 8 , wherein the alcohol vapor is methanol vapor. 11 . The electrode for lithium ion secondary batteries according to claim 1 , wherein the carbon layer is formed by a liquid phase method. 12 . A lithium ion secondary battery comprising: a positive electrode; a negative electrode; and a separator or solid-state electrolyte layer disposed between the positive electrode and the negative electrode, wherein at least one among the positive electrode and the negative electrode is the electrode for lithium ion secondary batteries according to claim 1 . 13 . The electrode for lithium ion secondary batteries according to claim 2 , wherein the foam porous body is a foam aluminum. 14 . The electrode for lithium ion secondary batteries according to claim 2 , wherein the carbon material is at least one selected from the group consisting of furnace black, Ketjen black and acetylene black. 15 . The electrode for lithium ion secondary batteries according to claim 3 , wherein the carbon material is at least one selected from the group consisting of furnace black, Ketjen black and acetylene black. 16 . The electrode for lithium ion secondary batteries according to claim 2 , wherein the electrode for lithium ion secondary batteries is a positive electrode. 17 . The electrode for lithium ion secondary batteries according to claim 3 , wherein the electrode for lithium ion secondary batteries is a positive electrode. 18 . The electrode for lithium ion secondary batteries according to claim 4 , wherein the electrode for lithium ion secondary batteries is a positive electrode.
