What is claimed is: 1 . An electrochemical reaction device, comprising: an electrochemical reaction cell comprising a first accommodation part for accommodating carbon dioxide, a second accommodation part for accommodating an electrolytic solution containing water or water vapor, a diaphragm provided between the first accommodation part and the second accommodation part, a reduction electrode to arrange in the first accommodation part, and an oxidation electrode to arrange in the second accommodation part; a detection unit configured to detect a reaction amount in the electrochemical reaction cell; a regulation unit configured to regulate an amount of the carbon dioxide to be supplied to the first accommodation part; and a control unit configured to control the regulation unit based on a detection signal of the detection unit. 2 . The device according to claim 1 , wherein the detection unit comprises a voltage and current monitoring unit to monitor at least one of voltage and current of the electrochemical reaction cell. 3 . The device according to claim 1 , wherein the detection unit comprises a gas analysis unit to analyze a composition of at least one of a first gas discharged from the first accommodation part and a second gas discharged from the second accommodation part. 4 . The device according to claim 1 , wherein the detection unit comprises a flowmeter to measure a flow rate of at least one of a first gas discharged from the first accommodation part and a second gas discharged from the second accommodation part. 5 . The device according to claim 1 , wherein the electrochemical reaction cell comprises a first accommodation vessel to accommodate an electrolytic solution containing the carbon dioxide in a manner that the electrolytic solution is brought into contact with the reduction electrode as the first accommodation part, and the second accommodation vessel to accommodate the electrolytic solution containing water in a manner that the electrolytic solution is brought into contact with the oxidation electrode as the first accommodation part. 6 . The device according to claim 1 , wherein the electrochemical reaction cell comprises a first flow path allowing a gas or electrolytic solution containing the carbon dioxide to flow therethrough in a manner that the gas or the electrolytic solution is brought into contact with the reduction electrode as the first accommodation part, and a second flow path allowing the electrolytic solution containing water or the water vapor to flow therethrough in a manner that the electrolytic solution or the water vapor is brought into contact with the oxidation electrode as the second accommodation part. 7 . A valuable material manufacturing system, comprising: the electrochemical reaction device according to claim 1 ; and a chemical synthesis device connected to the first accommodation part of the electrochemical reaction device, and performing chemical synthesis to obtain a valuable material by using at least a part of a gas discharged from the first accommodation part as a raw material.
