A telecommunications edge cloud (TEC) element comprising a plurality of TEC hardware components comprising a computing component that includes one or more processors, a storage component that includes a memory, a networking component, with the TEC device being deployed between a client and a packet network, the computing component being configured to manage a computing resource in the computing component, a networking resource in the networking component, and a storage resource in the storage component, allocate the computing resource for a first application of the plurality of different applications, execute the first application using the computing resource, allocate the networking resource for a second application of the plurality of different applications, execute the second application using the networking resource, allocate the storage resource for a third application of the plurality of different applications, execute the third application using the storage resource.

What is claimed is: 1 . A telecommunications edge cloud (TEC) device, comprising: a plurality of TEC hardware components comprising: a computing component that includes one or more processors; a storage component that includes a memory storing a TEC operating system (TECOS); and a networking component, with the TEC device being deployed between a client and a packet network, the computing component being configured to execute the TEC operating system, which causes the TEC device to be configured to: manage a computing resource in the computing component, a networking resource in the networking component, and a storage resource in the storage component; allow a plurality of different applications to access the computing component, storage component, and networking component; allocate the computing resource for a first application of the plurality of different applications; execute the first application using the computing resource; allocate the networking resource for a second application of the plurality of different applications; execute the second application using the networking resource; allocate the storage resource for a third application of the plurality of different applications; and execute the third application using the storage resource. 2 . The TEC device of claim 1 , wherein executing the TEC operating system further causes the TEC device to be configured to provide an application programming interface (API) to allow the first application to access to the computing resource, allow the second application to access to the networking resource, and allow the third application to access to the storage resource. 3 . The TEC device of claim 2 , wherein executing the TEC operating system further causes the TEC device to be configured to interact with the first application, the second application, and the third application through the API. 4 . The TEC device of claim 1 , wherein executing the TEC operating system further causes the TEC device to be configured to perform at least one of allocation, reservation, instantiation, activation, deactivation, or deallocation of the computing resource, the networking resource, and the storage resource. 5 . The TEC device of claim 1 , further comprising a fabric component configured to interconnect the computing component, the storage component, and the networking component, and wherein the fabric component is configured to interconnect the TEC device with a second TEC device. 6 . The TEC device of claim 1 , wherein the first application comprises at least one of a virtual private cloud (vPC) application, an Internet of Things (IoT) application, or a data analytics application, the second application comprises at least one of an internet access application or a virtual private network (VPN) application, and the third application comprises at least one of a content delivery network (CDN) application, the IoT application, or the data analytics application. 7 . The TEC device of claim 1 , wherein the computing resource comprises at least one of a virtual machine, a container, a generic server, an application specific integrated circuit (ASIC), or a digital signal processor (DSP). 8 . The TEC device of claim 1 , wherein the networking component comprises at least one of a provider edge (PE) router, an optical line terminal (OLT), a broadband network gateway (BNG), a wireless access point equipment, or an optical transport network (OTN) switch. 9 . An apparatus, comprising: a computing component that includes one or more processors; a storage component that includes a memory storing instructions; and a networking component, with the apparatus being deployed between a client and a packet network the computing component configured to execute the instructions, which cause the apparatus to be configured to: manage a computing resource in the computing component, a networking resource in the networking component, and a storage resource in the storage component; allow a plurality of different applications to access the computing component, storage component, and networking component; identify the computing resource for a first application of the plurality of different applications; execute the first application using the computing resource; identify the networking resource for a second application of the plurality of different applications; execute the second application using the networking resource; identify the storage resource for a third application of the plurality of different applications; and execute the third application using the storage resource. 10 . The apparatus of claim 9 , wherein the instructions further cause the apparatus to be configured to provide an application programming interface (API) to allow the first application to access to the computing resource, allow the second application to access to the networking resource, and allow the third application to access to the storage resource. 11 . The apparatus of claim 10 , wherein the API comprises a representational state transfer (REST) or remote procedure call (RPC) API. 12 . The apparatus of claim 10 , wherein the instructions further cause the apparatus to be configured to interact with the first application, the second application, and the third application through the API. 13 . The apparatus of claim 9 , wherein the first application comprises at least one of a virtual private cloud (vPC) application, an Internet of Things (IoT) application, or a data analytics application, the second application comprises at least one of an internet access application or a virtual private network (VPN) application, and the third application comprises at least one of a content delivery network (CDN) application, the IoT application, or the data analytics application. 14 . The apparatus of claim 9 , wherein the computing resource comprises at least one of a virtual machine, a container, a generic servers, an application specific integrated circuit (ASIC), or a digital signal processor (DSP). 15 . The apparatus of claim 9 , wherein the networking component comprises at least one of a provider edge (PE) router, an optical line terminal (OLT), a broadband network gateway (BNG), a wireless access point equipment, or an optical transport network (OTN) switch. 16 . A telecommunications edge cloud (TEC) device, comprising: a plurality of TEC hardware components comprising: a computing component that includes one or more processors; a storage component that includes a memory storing a TEC operating system (TECOS); and a networking component, with the TEC device being deployed between a client and a packet network, the computing component being configured to execute the TEC operating system, which causes the TEC device to be configured to: manage a computing resource in the computing component, a networking resource in the networking component, and a storage resource in the storage component; allocate the computing resource for a first application; provide an application programming interface (API) to allow the first application to access to the computing resource; allocate the networking resource for a second application; provide the API to allow the second application to access to the networking resource; allocate the storage resource for a third application; and provide the API to allow the third application to access to the storage resource. 17 . The TEC device of claim 16 , wherein executing the TEC operating system further causes the TEC device to be configured to: execute the first application using the
