The present disclosure relates to a pre-5th-Generation (5G) or 5G communication system to be provided for supporting higher data rates Beyond 4th-Generation (4G) communication system such as Long Term Evolution (LTE). A device and a method for performing a measurement related to handover are provided. A operation method of a terminal in a wireless communication system, according to various embodiments of the disclosure, comprises the steps of: receiving, from a base station, configuration information on at least one handover event corresponding to an elevation state of the terminal; and transmitting, to the base station, a measurement report message in response to the occurrence of the at least one handover event. Therefore, the device and the method, according to the various embodiments of the disclosure, can efficiently perform a measurement and/or a report for handover, and can prevent unnecessary handover and handover performance deterioration.

1 . An operating method of a terminal in a wireless communication system, the method comprising: receiving, from a base station, a configuration message comprising information regarding a threshold signal strength and a threshold number of neighboring base stations; and transmitting a measurement report to the base station after at least one condition is satisfied, wherein the at least one condition comprises a first condition in which a strength of a signal received from at least one neighboring base station is greater than the threshold signal strength, and a second condition in which a number of the at least one neighboring base station is larger than or equal to the threshold number of neighboring base stations. 2 . The method of claim 1 , further comprising: receiving, from the base station, information regarding a threshold altitude; and determining an altitude state of the terminal by comparing a measured altitude of the terminal and the threshold altitude. 3 . The method of claim 2 , wherein transmitting the measurement report comprises transmitting the measurement report to the base station in response to occurrence of a handover event, and wherein the handover event comprises at least one of a first handover event corresponding to a case where the measured altitude of the terminal is higher than the threshold altitude, and a second handover event corresponding to a case where the measured altitude of the terminal is lower than the threshold altitude. 4 . The method of claim 1 , wherein the terminal is aerial user equipment (UE). 5 . The method of claim 4 , further comprising transmitting information regarding a flying path of the terminal to the base station. 6 . The method of claim 4 , wherein it is determined whether the terminal is the aerial UE based on subscription information of the terminal. 7 - 14 . (canceled) 15 . A terminal comprising: a controller; and a transceiver operatively coupled to the controller is configured to: receive, from a base station, a configuration message comprising information regarding a threshold signal strength and a threshold number of neighboring base stations, and transmit a measurement report to the base station after at least one condition is satisfied, wherein the at least one condition comprises a first condition in which a strength of a signal received from at least one neighboring base station is greater than the threshold signal strength, and a second condition in which the number of the at least one neighboring base station is larger than or equal to the threshold number of neighboring base stations. 16 . The terminal of claim 15 , wherein the transceiver is further configured to receive, from the base station, information regarding a threshold altitude; and wherein the controller is further configured to determine an altitude state of the terminal by comparing a measured altitude of the terminal and the threshold altitude. 17 . The terminal of claim 16 , wherein the transceiver is further configured to transmit the measurement report to the base station in response to occurrence of a handover event, and wherein the handover event comprises at least one of a first handover event corresponding to a case where the measured altitude of the terminal is higher than the threshold altitude, and a second handover event corresponding to a case where the measured altitude of the terminal is lower than the threshold altitude. 18 . The terminal of claim 15 , wherein the terminal is aerial user equipment (UE). 19 . The terminal of claim 18 , wherein the transceiver is further configured to transmit information regarding a flying path of the terminal to the base station. 20 . The method of claim 18 , wherein the controller is further configured to determine whether the terminal is the aerial UE based on subscription information of the terminal. 21 . A base station (BS) in a wireless communication system comprising: a controller; a transceiver operatively coupled to the controller is configured to: transmit, to a terminal, a configuration message comprising information regarding a threshold signal strength and a threshold number of neighboring base stations, and receive a measurement report from the terminal after at least one condition is satisfied, wherein the at least one condition comprises a first condition in which a strength of a signal received by the terminal from at least one neighboring base station is greater than the threshold signal strength, and a second condition in which the number of the at least one neighboring base station is larger than or equal to the threshold number of neighboring base stations. 22 . The BS of claim 21 , wherein the transceiver is further configured to transmit information regarding a threshold altitude to the terminal, wherein an altitude state of the terminal is determined by comparing a measured altitude of the terminal and the threshold altitude. 23 . The BS of claim 22 , wherein the transceiver is configured to receive the measurement report comprising receiving the measurement report from the terminal in response to occurrence of a handover event, wherein the handover event comprises at least one of a first handover event corresponding to a case where the measured altitude of the terminal is higher than the threshold altitude, and a second handover event corresponding to a case where the measured altitude of the terminal is lower than the threshold altitude. 24 . The BS of claim 21 , wherein the terminal is aerial UE. 25 . The BS of claim 24 , the transceiver is further configured to receive information regarding a flying path of the terminal from the terminal. 26 . The BS of claim 24 , wherein the controller is configured to determine whether the terminal is the aerial UE based on subscription information of the terminal.
