Techniques are discussed herein for supporting periodic or triggered location of a user equipment (UE) using control plane (CP) optimization with optional use of Early Data Transmission (EDT). A location server (LS), such as a 5G LMF, sends a request to a UE for periodic or triggered location and includes a request and/or criteria for using CP optimization. After confirming the request, the UE monitors for periodic or triggering events and, for each detected event, sends an event report to the LS which may include location information. In embodiments, the UE establishes a signaling association with a RAN node to send the event report using CP optimization and optionally using EDT. The RAN node may then release the signaling association after the LS returns a single response to the UE.

What is claimed is: 1 . A method for supporting periodic and triggered location of a user equipment (UE) in a wireless network performed by the UE, the method comprising: receiving a request for a periodic or triggered location from a location server in the wireless network; sending a response to the location server, the response confirming the periodic or triggered location; detecting a periodic or triggering event; determining whether to report the periodic or triggering trigger event using Control Plane (CP) Optimization; obtaining event information, the event information comprising at least one of location measurements, a location estimate, a type of detected triggering event, or a combination thereof; obtaining a signaling association with a Radio Access Network (RAN) node in the wireless network, wherein the signaling association does not include a signaling connection to a core network (CN) node; transmitting a first message to the RAN node, wherein the first message is a Radio Resource Control (RRC) message and includes an initial Non-Access Stratum (NAS) message, wherein the initial NAS message contains a routing identifier identifying the location server and an event report message containing the event information, wherein the RAN node forwards the initial NAS message to the CN node, wherein the CN node forwards the event report message to the location server; and receiving a second message from the RAN node, wherein the second message includes a NAS response message, wherein the NAS response message contains an event report acknowledgment message. 2 . The method of claim 1 , further comprising including a NAS release assistance indication (RAI) in the initial NAS message, wherein the CN node forwards the event report message and an indication of CP optimization to the location server. 3 . The method of claim 2 , wherein the NAS RAI indicates a single response is expected. 4 . The method of claim 1 , wherein the event report message comprises a message for a positioning protocol, a message for a supplementary services protocol, or both messages. 5 . The method of claim 1 , wherein the wireless network is Fifth Generation System (5GS), wherein the RAN node is a New Radio (NR) Node B (gNB) or a next generation evolved Node B (ng-eNB), wherein the CN node is an Access and Mobility Management Function (AMF), wherein the location server is a Location Management Function (LMF). 6 . The method of claim 5 , wherein the initial NAS message is a NAS Control Plane Service Request message or an Uplink NAS Transport message, wherein the NAS response message is a NAS Service Accept message or a Downlink NAS Transport message. 7 . The method of claim 5 , wherein determining whether to report the periodic or triggering event using CP Optimization comprises determining to report the periodic or triggering event using CP Optimization without Early Data Transmission (EDT), wherein the signaling association with the RAN node comprises an RRC signaling connection to the RAN node. 8 . The method of claim 7 , wherein the first message is an RRC Setup Complete message or an RRC Connection Setup Complete message. 9 . The method of claim 7 , wherein the second message is an RRC Downlink Information Transfer message. 10 . The method of claim 5 , wherein determining whether to report the periodic or triggering event using CP Optimization comprises determining to report the periodic or triggering event using CP Optimization with Early Data Transmission (EDT), wherein the first message is an RRC Early Data Request message, wherein the second message is an RRC Early Data Complete message. 11 . The method of claim 10 , wherein the first message is transmitted using a Common Control Channel (CCCH), wherein the second message is received using a CCCH. 12 . The method of claim 1 , wherein the event report acknowledgment message comprises an acknowledgment of the event report message. 13 . The method of claim 1 , wherein the request for the periodic or triggered location includes a first indication as to whether the UE may report the detected periodic or triggering event using CP optimization. 14 . The method of claim 13 , further comprising: sending a NAS Registration Request message to a CN node in the wireless network; and including in the NAS Registration Request message a second indication as to whether CP Optimization is supported by the UE for location event reporting, wherein the first indication is based in part on the second indication. 15 . The method of claim 13 , wherein the request for the periodic or triggered location includes criteria for reporting the detected periodic or triggering event using CP optimization. 16 . The method of claim 15 , wherein the criteria comprise at least one of the following: use of CP optimization for reporting is allowed or required when the UE is idle; use of CP optimization for reporting is not allowed following a threshold time period for which CP optimization for reporting is used to report periodic and trigger events; use of CP optimization for reporting is not allowed following a threshold number of consecutive event reports for which CP optimization is used to report periodic and trigger events; or a combination thereof. 17 . A user equipment (UE) in a wireless network capable of supporting periodic and triggered location, the UE comprising: at least one wireless transceiver configured to wirelessly communicate with entities in the wireless network; at least one memory; and at least one processor coupled to the at least one wireless transceiver and the at least one memory and configured to: receive via the at least one wireless transceiver a request for a periodic or triggered location from a location server in the wireless network; send via the at least one wireless transceiver a response to the location server, the response confirming the periodic or triggered location; detect a periodic or triggering event; determine whether to report a trigger event using Control Plane (CP) Optimization; obtain event information, the event information comprising at least one of location measurements, a location estimate, a type of detected triggering event, or a combination thereof; obtain a signaling association with a Radio Access Network (RAN) node in the wireless network, wherein the signaling association does not include a signaling connection to a core network (CN) node; transmit via the at least one wireless transceiver a first message to the RAN node, wherein the first message is a Radio Resource Control (RRC) message and includes an initial Non-Access Stratum (NAS) message, wherein the initial NAS message contains a routing identifier identifying the location server and an event report message containing the event information, wherein the RAN node forwards the NAS message to the CN node, wherein the CN node forwards the event report message to the location server; and receive via the at least one wireless transceiver a second message from the RAN node, wherein the second message includes a NAS response message, wherein the NAS response message contains an event report acknowledgment message. 18 . The UE of claim 17 , wherein the at least one processor is further configured to include a NAS release assistance indication (RAI) in the initial NAS message, wherein the CN node forwards the event report message and an indication of CP optimization to the location server. 19 . The UE of claim 18 , wherein the NAS RAI indicates a single response is expected.
