One example method for measuring a channel state information reference signal includes receiving, from a network device, a partial channel state information reference signal resource sets selected from a plurality of channel state information reference signal resource sets and indication information indicating one or more resource sets for channel measurement, which are from the partial channel state information reference signal resource sets, and performing channel measurement by using the one of the one or more resource sets for channel measurement indicated by the indication information.

What is claimed is: 1 . A method for measuring a channel state information reference signal, comprising: receiving, from a network device, a partial channel state information reference signal resource sets selected from a plurality of channel state information reference signal resource sets; receiving, from the network device, indication information indicating one or more resource sets for channel measurement, wherein the one or more resource sets for channel measurement are from the partial channel state information reference signal resource sets; and performing channel measurement by using the one of the one or more resource sets for channel measurement indicated by the indication information. 2 . The method according to claim 1 , further comprising: receiving, from the network device, a partial channel state information reference signal resource sets for interference measurement selected from the plurality of channel state information reference signal resource sets; and receiving, from the network device, indication information indicating one or more resource sets for interference measurement, wherein the one or more resource sets for interference measurement are from the partial channel state information reference signal resource sets for interference measurement. 3 . The method according to claim 1 , wherein the indication information indicating one or more resource sets used for channel measurement is ┌ log N s 1 bits, wherein the ┌ log N s 1 bits are used to indicate a resource set in the N s 1 channel state information reference signal resource sets used for channel measurement, and wherein N s 1 is a natural number greater than or equal to 1. 4 . The method according to claim 1 , wherein the one or more resource sets used for channel measurement comprise one or more non-zero power channel state information reference signal resources. 5 . A terminal, comprising: a transceiver, the transceiver configured to receive, from a network device, a partial channel state information reference signal resource sets selected from a plurality of channel state information reference signal resource sets, and indication information indicating one or more resource sets for channel measurement, wherein the one or more resource sets for channel measurement are from the partial channel state information reference signal resource sets; and at least one processor, the at least one processor configured to perform channel measurement by using the one of the one or more resource sets for channel measurement indicated by the indication information. 6 . The terminal according to claim 5 , wherein the transceiver is further configured to receive, from the network device, a partial channel state information reference signal resource sets for interference measurement selected from the plurality of channel state information reference signal resource sets, and indication information indicating one or more resource sets for interference measurement, wherein the one or more resource sets for interference measurement are from the partial channel state information reference signal resource sets for interference measurement. 7 . The terminal according to claim 5 , wherein the indication information indicating one or more resource sets used for channel measurement is ┌ log N s 1 ┐ bits, wherein the ┌ log N s 1 ┐ bits are used to indicate a resource set in the N s 1 channel state information reference signal resource sets used for channel measurement, and wherein N s 1 is a natural number greater than or equal to 1. 8 . The terminal according to claim 5 , wherein the one or more resource sets used for channel measurement comprise one or more non-zero power channel state information reference signal resources. 9 . A method for indicating a channel state information reference signal resource, comprising: sending, by a network device, a partial channel state information reference signal resource sets selected from a plurality of channel state information reference signal resource sets to a terminal; and sending, by the network device, indication information indicating one or more resource sets for channel measurement, wherein the one or more resource sets for channel measurement are from the partial channel state information reference signal resource sets. 10 . A method according to claim 9 , further comprising: sending, by the network device, indication information indicating one or more resource sets for interference measurement, wherein the one or more resource sets for interference measurement are from a partial channel state information reference signal resource sets for interference measurement. 11 . The method according to claim 9 , wherein the indication information indicating one or more resource sets used for channel measurement indicates the one or more resource sets used for channel measurement. 12 . The method according to claim 9 , wherein the indication information indicating one or more resource sets used for channel measurement is ┌ log N s 1 ┐ bits, wherein the ┌ log N s 1 ┐ bits are used to indicate a resource set in the N s 1 channel state information reference signal resource sets used for channel measurement, and wherein N s 1 is a natural number greater than or equal to 1. 13 . The method according to claim 9 , wherein the one or more resource sets used for channel measurement comprise one or more non-zero power channel state information reference signal resources. 14 . A network device, comprising: at least one processor, the at least one configured to select a partial channel state information reference signal resource sets from a plurality of channel state information reference signal resource sets; and a transceiver, the transceiver configured to send the partial channel state information reference signal resource sets and indication information indicating one or more resource sets for channel measurement to a terminal, wherein the one or more resource sets for channel measurement are from the partial channel state information reference signal resource sets. 15 . The network device according to claim 14 , wherein the transceiver is further configured to send indication information indicating one or more resource sets for interference measurement, wherein the one or more resource sets for interference measurement are from a partial channel state information reference signal resource sets for interference measurement. 16 . The network device according to claim 14 , wherein the indication information indicating one or more resource sets used for channel measurement is ┌ log N s 1 ┐ bits, wherein the ┌ log N s 1 ┐ bits are used to indicate a resource set in the N s 1 channel state information reference signal resource sets used for channel measurement, and wherein N s 1 is a natural number greater than or equal to 1. 17 . The network device according to claim 14 , wherein the one or more resource sets used for channel measurement comprise one or more non-zero power channel state information reference signal resources. 18 . A chip, comprising: at least one processor and an interface, the at least one processor configured to cause a communications device in which the chip is installed to perform operations comprising: receiving, from a network device, a partial channel state information reference signal resource sets selected from a plurality of channel state information reference signal resource sets; receiving, from the network
