Methods and apparatus for transmitting and receiving broadcast signals are provided. The method for transmitting a broadcast signal includes encoding mobile data for forward error correction (FEC), encoding signaling data, forming data groups including the encoded mobile data and the encoded signaling data and transmitting a signal frame that includes the data groups.

What is claimed: 1 . A method for processing broadcast data in a digital transmitter, the method comprising: modulating a broadcast signal, wherein the broadcast signal includes first signaling data, second signaling data and service data for a service, further the service data is carried via at least one collection of at least one data stream, wherein the first signaling data includes first information for identifying one of the at least one collection of the at least one data stream, wherein the identified collection includes a service signaling channel carrying the second signaling data, further the second signaling data is used to provide service acquisition information for the service, wherein the service signaling channel is a dedicated channel identified by a pre-assigned value, wherein the second signaling data includes second information for identifying the identified collection, and third information for identifying the at least one data stream carrying the service data within the identified collection; coding the broadcast signal; and transmitting the broadcast signal. 2 . The method of claim 1 , wherein the first information included in the first signaling data and the second information included in the second signaling data have the same value. 3 . The method of claim 1 , wherein the second signaling data includes name information for the service. 4 . The method of claim 1 , wherein the third information includes at least one source IP address and at least one destination IP address for the at least one data stream carrying the service data. 5 . The method of claim 1 , wherein the service data corresponds to audio or video component that makes up the service. 6 . A digital transmitter for processing broadcast data, the digital transmitter comprising: a modulator configured to modulate a broadcast signal, wherein the broadcast signal includes first signaling data, second signaling data and service data for a service, further the service data is carried via at least one collection of at least one data stream, wherein the first signaling data includes first information for identifying one of the at least one collection of the at least one data stream, wherein the identified collection includes a service signaling channel carrying the second signaling data, further the second signaling data is used to provide service acquisition information for the service, wherein the service signaling channel is a dedicated channel identified by a pre-assigned value, wherein the second signaling data includes second information for identifying the identified collection, and third information for identifying the at least one data stream carrying the service data within the identified collection; an encoder configured to code the broadcast signal; and a transmitter configured to transmit the broadcast signal. 7 . The digital transmitter of claim 6 , wherein the first information included in the first signaling data and the second information included in the second signaling data have the same value. 8 . The digital transmitter of claim 6 , wherein the second signaling data includes name information for the service. 9 . The digital transmitter of claim 6 , wherein the third information includes at least one source IP address and at least one destination IP address for the at least one data stream carrying the service data. 10 . The digital transmitter of claim 6 , wherein the service data corresponds to audio or video component that makes up the service.
