A base station distributed unit may receive packet data convergence protocol (PDCP) packets of a radio bearer. The base station distributed unit may transmit, to a wireless device, the PDCP packets via the radio bearer. The base station distributed unit may initiate a bearer release procedure comprising transmitting, to a base station central unit, a first message comprising a first data radio bearer identifier of the radio bearer to be released. The base station distributed unit may receive, from the base station central unit, a second message confirming release of the radio bearer by the base station central unit. The base station distributed unit may receive, from the base station central unit, a radio resource control message for the wireless device. The radio resource control message may comprise the first data radio bearer identifier. The base station distributed unit may transmit, to the wireless device, the radio resource control message.

What is claimed is: 1 . A method comprising: receiving, by a base station distributed unit from a base station central unit, packet data convergence protocol (PDCP) packets of a radio bearer established between a wireless device and the base station central unit; transmitting, by the base station distributed unit to the wireless device, the PDCP packets via the radio bearer; initiating, by the base station distributed unit, a bearer release procedure comprising transmitting, to the base station central unit, a first message comprising a first data radio bearer identifier of the radio bearer to be released; receiving, by the base station distributed unit from the base station central unit, a second message confirming release of the radio bearer by the base station central unit; receiving, by the base station distributed unit from the base station central unit, a radio resource control message for the wireless device, the radio resource control message comprising the first data radio bearer identifier of the radio bearer to be released by the wireless device; and transmitting, by the base station distributed unit to the wireless device, the radio resource control message. 2 . The method of claim 1 , further comprising releasing, by the base station distributed unit, the radio bearer as part of the bearer release procedure. 3 . The method of claim 1 , further comprising releasing, by the base station central unit, the radio bearer based on the first message. 4 . The method of claim 1 , wherein the base station distributed unit transmits the first message based on at least one of: a load status of the base station distributed unit; a radio load status of one or more cells of the base station distributed unit; an uplink or downlink buffer state information of the wireless device; a time alignment timer expiration; a channel state information received from the wireless device; an uplink channel measurement by the base station distributed unit; a radio link interference associated with the wireless device; a radio link interference associated with one or more cells of the base station distributed unit; or one or more radio link configuration changes. 5 . The method of claim 1 , wherein the first message further comprises at least one of: a first data radio bearer identifier of a second data radio bearer required to be released; a second data radio bearer identifier of a second data radio bearer required to be modified; one or more radio configuration parameters to be changed; one or more beam information of one or more beams recovered by the wireless device; one or more beam information of one or more beams serving the wireless device; one or more beam information of one or more beams released by the wireless device; or an information element indicating that the wireless device changed one or more serving beams. 6 . The method of claim 1 , wherein the radio resource control message further comprises one or more radio resource control parameters determined based on the first message, wherein the one or more radio resource control parameters comprise at least one of: a second data radio bearer identifier of a second data radio bearer required to be modified; or one or more radio link configuration parameters to be changed. 7 . The method of claim 1 , further comprising: decoding, by the base station distributed unit, the radio resource control message; and determining, by the base station distributed unit, one or more radio link configurations based on the radio resource control message. 8 . A base station distributed unit comprising: one or more processors; and memory storing instructions that, when executed by the one or more processors, cause the base station distributed unit to: receive, from a base station central unit, packet data convergence protocol (PDCP) packets of a radio bearer established between a wireless device and the base station central unit; transmit, to the wireless device, the PDCP packets via the radio bearer; initiate a bearer release procedure comprising transmitting, to the base station central unit, a first message comprising a first data radio bearer identifier of the radio bearer to be released; receive, from the base station central unit, a second message confirming release of the radio bearer by the base station central unit; receive, from the base station central unit, a radio resource control message for the wireless device, the radio resource control message comprising the first data radio bearer identifier of the radio bearer to be released by the wireless device; and transmit, to the wireless device, the radio resource control message. 9 . The base station distributed unit of claim 8 , wherein the instructions, when executed by the one or more processors, further cause the base station distributed unit to release the radio bearer as part of the bearer release procedure. 10 . The base station distributed unit of claim 8 , wherein the base station central unit releases the radio bearer based on the first message. 11 . The base station distributed unit of claim 8 , wherein the base station distributed unit transmits the first message based on at least one of: a load status of the base station distributed unit; a radio load status of one or more cells of the base station distributed unit; an uplink or downlink buffer state information of the wireless device; a time alignment timer expiration; a channel state information received from the wireless device; an uplink channel measurement by the base station distributed unit; a radio link interference associated with the wireless device; a radio link interference associated with one or more cells of the base station distributed unit; or one or more radio link configuration changes. 12 . The base station distributed unit of claim 8 , wherein the first message further comprises at least one of: a first data radio bearer identifier of a second data radio bearer required to be released; a second data radio bearer identifier of a second data radio bearer required to be modified; one or more radio configuration parameters to be changed; one or more beam information of one or more beams recovered by the wireless device; one or more beam information of one or more beams serving the wireless device; one or more beam information of one or more beams released by the wireless device; or an information element indicating that the wireless device changed one or more serving beams. 13 . The base station distributed unit of claim 8 , wherein the radio resource control message further comprises one or more radio resource control parameters determined based on the first message, wherein the one or more radio resource control parameters comprise at least one of: a second data radio bearer identifier of a second data radio bearer required to be modified; or one or more radio link configuration parameters to be changed. 14 . The base station distributed unit of claim 8 , wherein the instructions, when executed by the one or more processors, further cause the base station distributed unit to: decode the radio resource control message; and determine one or more radio link configurations based on the radio resource control message. 15 . A method comprising: transmitting, by a base station central unit to a base station distributed unit, packet data convergence protocol (PDCP) packets of a radio bearer established between a wireless device and the base station central unit; receiving, by the base station central unit from the base station distributed unit,
