A user equipment (UE) is described. The UE receives a RRC message including a periodicity. The UE also receives the RRC message including a first parameter. The UE further receives on a physical downlink control channel, DCI with CRC scrambled by a first RNTI that is different from a C-RNTI. The UE additionally performs, in a case that the first parameter is configured, a first PUSCH transmission based on the periodicity and a first offset value, the first offset value being configured by using the RRC message. The UE also performs, in a case that the first parameter is not configured, a second PUSCH transmission based on the periodicity and a second offset value, the second offset value being indicated by using the DCI, the second PUSCH transmission being activated by using the DCI.

What is claimed is: 1 . A user equipment (UE), comprising: receiving circuitry configured to receive a radio resource control (RRC) message comprising a periodicity, and the receiving circuitry configured to receive the RRC message comprising a first parameter, the receiving circuitry configured to receive on a physical downlink control channel, downlink control information (DCI) with cyclic redundancy check (CRC) scrambled by a first radio network temporary identifier (RNTI) that is different from a cell-RNTI (C-RNTI), and transmitting circuitry configured to perform, in a case that the first parameter is configured, a first PUSCH transmission based on the periodicity and a first offset value, the first offset value being configured by using the RRC message, wherein the transmitting circuitry is configured to perform, in a case that the first parameter is not configured, a second PUSCH transmission based on the periodicity and a second offset value, the second offset value being indicated by using the DCI, the second PUSCH transmission being activated by using the DCI. 2 . A base station apparatus comprising: transmitting circuitry configured to transmit a radio resource control (RRC) message comprising a periodicity, and the transmitting circuitry configured to transmit the RRC message comprising a first parameter, the transmitting circuitry configured to transmit on a physical downlink control channel, downlink control information (DCI) with cyclic redundancy check (CRC) scrambled by a first radio network temporary identifier (RNTI) that is different from a cell-RNTI (C-RNTI), and receiving circuitry configured to receive, in a case that the first parameter is configured, a first PUSCH transmission based on the periodicity and a first offset value, the first offset value being configured by using the RRC message, wherein the receiving circuitry is configured to receive, in a case that the first parameter is not configured, a second PUSCH transmission based on the periodicity and a second offset value, the second offset value being indicated by using the DCI, the second PUSCH transmission being activated by using the DCI. 3 . A communication method of a user equipment comprising: receiving a radio resource control (RRC) message comprising a periodicity; receiving the RRC message comprising a first parameter; receiving on a physical downlink control channel, downlink control information (DCI) with cyclic redundancy check (CRC) scrambled by a first radio network temporary identifier (RNTI) that is different from a cell-RNTI (C-RNTI); transmitting, in a case that the first parameter is configured, a first PUSCH transmission based on the periodicity and a first offset value, the first offset value being configured by using the RRC message; and transmitting, in a case that the first parameter is not configured, a second PUSCH transmission based on the periodicity and a second offset value, the second offset value being indicated by using the DCI, the second PUSCH transmission being activated by using the DCI. 4 . A communication method of a base station apparatus comprising: transmitting a radio resource control (RRC) message comprising a periodicity; transmitting the RRC message comprising a first parameter; transmitting on a physical downlink control channel, downlink control information (DCI) with cyclic redundancy check (CRC) scrambled by a first radio network temporary identifier (RNTI) that is different from a cell-RNTI (C-RNTI); receiving, in a case that the first parameter is configured, a first PUSCH transmission based on the periodicity and a first offset value, the first offset value being configured by using the RRC message; and receiving, in a case that the first parameter is not configured, a second PUSCH transmission based on the periodicity and a second offset value, the second offset value being indicated by using the DCI, the second PUSCH transmission being activated by using the DCI.
