1 . A capacitor comprising: a conductive porous base material having a porous portion with a plurality of pores; a dielectric layer on the conductive porous base material and extending into the plurality of pores; an upper electrode on the dielectric layer; and an insulating material on the upper electrode and extending into at least some of the plurality of pores. 2 . The capacitor according to claim 1 , wherein the insulating material is one of a resin material and an insulating inorganic material. 3 . The capacitor according to claim 1 , wherein the insulating material is selected from the group of epoxy resin, phenol resin, polyimide resin, silicone resin, silane crosslinkable resin, Al 2 O 3 , SiO 2 , and SiN. 4 . The capacitor according to claim 1 , wherein at least some of the plurality of pores are filled with the insulating material. 5 . The capacitor according to claim 4 , wherein the insulating material is one of an epoxy resin and a phenolic resin. 6 . The capacitor according to claim 4 , wherein the insulating material is a silicon-containing material. 7 . The capacitor according to claim 4 , wherein a filling ratio of the insulating material is 50% to 100% by volume with respect to all of the plurality of pores of the porous portion. 8 . The capacitor according to claim 1 , wherein the insulating material is in the form of an insulating layer that covers the upper electrode in the plurality of pores. 9 . The capacitor according to claim 8 , wherein the insulating layer is one of Al 2 O 3 and SiO 2 . 10 . The capacitor according to claim 8 , further comprising a filling material filling at least some of the plurality of pores. 11 . The capacitor according to claim 8 , wherein the filling material is one of an epoxy resin and a phenolic resin. 12 . The capacitor according to claim 8 , wherein the filling material is a silicon-containing material. 13 . The capacitor according to claim 8 , wherein a filling ratio of the filling material is 50% to 100% by volume with respect to all of the plurality of pores of the porous portion. 14 . The capacitor according to claim 1 , wherein a void ratio of the porous portion is 20% to 90%. 15 . The capacitor according to claim 14 , further comprising a low void ratio portion surrounding the porous portion, the low void ratio portion having a lower void ratio than that of the porous portion. 16 . The capacitor according to claim 1 , wherein the insulating material has a specific resistance of 1×10 12 Ω·cm or more. 17 . The capacitor according to claim 1 , wherein the insulating material has a specific resistance of 1×10 14 Ω·cm or more.
