The present disclosure relates to a pre-5th-generation (5G) or 5G communication system to be provided for supporting higher data rates beyond 4th-generation (4G) communication system such as a long term evolution (LTE). A method for transmitting a device to device (D2D) discovery signal by a user equipment (UE) in a communication system supporting a D2D scheme is provided. The method includes determining transmission power for D2D discovery signal transmission, and transmitting a D2D discovery signal using the transmission power, wherein the transmission power is determined by considering a cell at which the D2D discovery signal is transmitted.

What is claimed is: 1 . A method for transmitting a device to device (D2D) discovery signal by a user equipment (UE) in a communication system supporting a D2D scheme, the method comprising: receiving information of resource configuration for the D2D discovery signal, the information of resource configuration comprising at least one D2D transmission power parameter; determining a transmission power for the D2D discovery signal; and transmitting the D2D discovery signal based on the transmission power and the resource configuration for the D2D discovery signal, wherein the transmission power is determined based on the at least one D2D transmission power parameter, and wherein the at least one D2D transmission power parameter is associated with the resource configuration for the D2D discovery signal. 2 . The method of claim 1 , wherein the resource configuration comprises a resource pool for the D2D discovery signal. 3 . The method of claim 2 , wherein the at least one D2D transmission is defined for the resource pool for the D2D discovery signal. 4 . The method of claim 1 , wherein, if the cell at which the D2D discovery signal is transmitted is a serving cell, the transmission power is determined based on path loss for the serving cell. 5 . The method of claim 1 , wherein, if the cell at which the D2D discovery signal is transmitted is another cell, the transmission power is determined based on path loss for the other cell. 6 . A method for supporting device to device (D2D) discovery signal transmission in a user equipment (UE) by a serving base station (BS) in a communication system supporting a D2D scheme, the method comprising: transmitting information of resource configuration for the D2D discovery signal, the information of resource configuration comprising at least one D2D transmission power parameter; and receiving, from the UE, the D2D discovery signal based on the resource configuration for the D2D discovery signal, wherein the D2D discovery signal is transmitted from the UE, based on a transmission power for the D2D discovery signal, wherein the transmission power is determined by the at least one D2D transmission power parameter, and wherein the at least one D2D transmission power parameter is associated with the resource configuration for the D2D discovery signal. 7 . The method of claim 6 , wherein the resource configuration comprises a resource pool for the D2D discovery signal. 8 . The method of claim 7 , wherein the at least one D2D transmission is defined for the resource pool for the D2D discovery signal. 9 . The method of claim 6 , wherein, if the cell at which the D2D discovery signal is transmitted is a serving cell, the transmission power is determined based on path loss for the serving cell. 10 . The method of claim 6 , wherein, if the cell at which the D2D discovery signal is transmitted is another cell, the transmission power is determined based on path loss for the other cell. 11 . A user equipment (UE) in a communication system supporting a device to device (D2D) scheme, the UE comprising: a transceiver; and a processor configured to: receive, through the transceiver, information of resource configuration for the D2D discovery signal, the information of resource configuration comprising at least one D2D transmission power parameter, determine a transmission power for the D2D discovery signal, and transmit the D2D discovery signal based on the transmission power and the resource configuration for the D2D discovery signal, wherein the transmission power is determined based on the at least one D2D transmission power parameter, and wherein the at least one D2D transmission power parameter is associated with the resource configuration for the D2D discovery signal. 12 . The UE of claim 11 , wherein the resource configuration comprises a resource pool for the D2D discovery signal. 13 . The UE of claim 12 , wherein the at least one D2D transmission is defined for the resource pool for the D2D discovery signal. 14 . The UE of claim 11 , wherein, if the cell at which the D2D discovery signal is transmitted is a serving cell, the transmission power is determined based on path loss for the serving cell. 15 . The UE of claim 11 , wherein, if the cell at which the D2D discovery signal is transmitted is another cell, the transmission power is determined based on path loss for the other cell. 16 . A base station in a communication system supporting a device to device (D2D) scheme, the base station comprising: a transceiver; and a processor configured to: transmit, through the transceiver, information of resource configuration for the D2D discovery signal, the information of resource configuration comprising at least one D2D transmission power parameter, and receive, through the transceiver, from a User Equipment (UE), the D2D discovery signal based on the resource configuration for the D2D discovery signal, wherein the D2D discovery signal is transmitted from the UE, based on a transmission power for the D2D discovery signal, wherein the transmission power is determined by the at least one D2D transmission power parameter, and wherein the at least one D2D transmission power parameter is associated with the resource configuration for the D2D discovery signal 17 . The base station of claim 16 , wherein the resource configuration comprises a resource pool for the D2D discovery signal. 18 . The base station of claim 17 , wherein the at least one D2D transmission is defined for the resource pool for the D2D discovery signal. 19 . The base station of claim 16 , wherein, if the cell at which the D2D discovery signal is transmitted is a serving cell, the transmission power is determined based on path loss for the serving cell. 20 . The base station of claim 16 , wherein, if the cell at which the D2D discovery signal is transmitted is another cell, the transmission power is determined based on path loss for the other cell.
