A police disposition server narrows down site terminals, which are positioned in the vicinity of a target place of an incident occurrence location, acquires terminal information, which includes positional information of the site terminal and police officer information bound to the site terminal, for the narrowed-down site terminals, and sends positional information of the police officer who is near to the incident occurrence location to a center device. The center device superimposes the positional information of the police officer on map information in the display, displays the target place and a position of the police officer on a map of the map information, sends direct rush request check to the site terminal of the police officer, and displays an acceptance message in a case where the acceptance message is received from the site terminal.

What is claimed is: 1 . A guidance system being coupled to a server device that instructs to dispose a dispatched person to an incident occurrence location; a client device that includes a display for displaying dispatched person disposition information related to the dispatched person; and a site terminal that is used by the dispatched person, wherein the client device sends positional information of the incident occurrence location to the server device based on an incident occurrence notification, and registers a target place to the server device, wherein the server device narrows down site terminals, which are positioned in the vicinity of the target place, and acquires terminal information, which includes positional information of the site terminal and dispatched person information bound to the site terminal, for the narrowed-down site terminals, and sends positional information of the dispatched person who is near to the incident occurrence location to the client device based on the terminal information, and wherein the client device receives the positional information of the dispatched person which is sent from the server device, and superimposes the positional information of the dispatched person on map information in the display, and displays the target place and a position of the dispatched person on a map of the map information. 2 . The guidance system of claim 1 , wherein the client device sends a selection input to the server device in a case where a user performs the selection input of the dispatched person, wherein the server device sends the dispatched person disposition information, which includes a needed distance or a needed time from a current position of a designated dispatched person to the target place, to the client device in response to the selection input of the dispatched person, and wherein the client device displays the dispatched person disposition information on the display. 3 . The guidance system of claim 2 , wherein the client device sends an instruction for direct rush request check to the server device in a case where the user performs a dispatch inquiry input to the dispatched person, wherein the server device sends the direct rush request check, which is received from the client device, to a site terminal which is used by the designated dispatched person, and transmits an acceptance message to the client device in a case where the acceptance message is received from the site terminal, and wherein the client device displays the acceptance message, which is transmitted from the site terminal, on the display. 4 . The guidance system of claim 3 , wherein the server device sends incident-related information related to the incident to the site terminal in a case where the direct rush request check is sent, and sends navigation information, which includes path information to the target place, to the site terminal in a case where the acceptance message is received from the site terminal. 5 . The guidance system of claim 2 , wherein the client device displays path information from the position of the dispatched person to the target place in a case where the dispatched person disposition information is displayed, and updates and displays current positional information of the dispatched person at every prescribed time. 6 . The guidance system of claim 1 , wherein the server device acquires an imaging video relevant to the incident occurrence location and delivers the imaging video to the client device, and wherein the client device receives the imaging video, and displays the imaging video relevant to the incident occurrence location in a case where the target place and the position of the dispatched person are displayed on the display. 7 . A guidance method in a guidance system being coupled to a server device that instructs to dispose a dispatched person to an incident occurrence location, a client device that includes a display for displaying dispatched person disposition information related to the dispatched person, and a site terminal that is used by the dispatched person, the guidance method comprising: causing the client device to send positional information of the incident occurrence location to the server device based on an incident occurrence notification, and to register a target place to the server device, causing the server device to narrow down site terminals, which are positioned in the vicinity of the target place, to acquire terminal information, which includes positional information of the site terminal and dispatched person information bound to the site terminal, for the narrowed-down site terminals, and to send positional information of the dispatched person who is near to the incident occurrence location to the client device based on the terminal information, and causing the client device to receive the positional information of the dispatched person which is sent from the server device, and to superimpose the positional information of the dispatched person on map information in the display, and to display the target place and a position of the dispatched person on a map of the map information. 8 . The guidance method of claim 7 , further comprising: causing the client device to send a selection input to the server device in a case where a user performs the selection input of the dispatched person, causing the server device to send the dispatched person disposition information, which includes a needed distance or a needed time from a current position of a designated dispatched person to the target place, to the client device in response to the selection input of the dispatched person, and causing the client device to display the dispatched person disposition information on the display.
