A paging method and system in a wireless network for a target device that is enabled to transition between an active state and a standby state, including: tracking a location of a target device within the network while the target device is in the standby state based on a periodic identifying signal from the target device; determining a serving transmission point for the target device based on the tracking; and instructing the serving transmission point to transmit a paging message to the target device.

What is claimed is: 1 . A paging method in a wireless network for a target device, the method comprising: tracking, by a network controller, a location of the target device within the network based on a periodic identifying signal from the target device while the target device is in a standby state; determining, by the network controller, a serving transmission point for the target device based on the tracking; and instructing, by the network controller, the serving transmission point to transmit a paging message to the target device. 2 . The method of claim 1 wherein the identifying signal is associated with a connection identifier for the target device that is maintained in the standby state of the target device from a previous active state of the target device. 3 . The method of claim 2 wherein the connection identifier is included in the paging message. 4 . The method of claim 2 further comprising: instructing, by the network controller, the serving transmission point to resend the paging message with a relay indicator upon determining that the target device failed to receive the paging message, the relay indicator indicating that the paging message should be retransmitted upon receipt by a device other than the target device. 5 . The method of claim 2 wherein the connection identifier uniquely associates the target device with a logical entity including one or more transmission points, the one or more transmission points including the serving transmission point. 6 . The method of claim 1 wherein the paging message further comprises resource allocation information identifying a resource allocation to be used for transmitting data to the target device. 7 . The method of claim 1 wherein the paging message further comprises data for the target device. 8 . A network controller comprising: a communications interface; and a processor configured for transmitting and receiving data through the communications interface, the processor further configured to execute computer-readable instructions that, when executed by the processor, causes the network controller to: track a location of a target device within a wireless based on a periodic identifying signal from the target device while the target device is in a standby state; determine a serving transmission point for the target device based on the tracking; and instruct the serving transmission point to transmit a paging message to the target device. 9 . The network controller of claim 8 wherein the identifying signal is associated with a connection identifier for the target device that is maintained in the standby state of the target device from a previous active state of the target device. 10 . The network controller of claim 8 wherein the connection identifier uniquely associates the target device with a logical entity including one or more transmission points, the one or more transmission points including the serving transmission point. 11 . The network controller of claim 8 wherein the paging message further comprises resource allocation information identifying a resource allocation to be used for transmitting data to the target device. 12 . A method performed by a first device in a wireless communications network, the method comprising: receiving, from a serving transmission point, and storing a device connection identifier associated with the first device, while in an active state; transitioning to a standby state; and periodically transmitting to the serving transmission point, while in the standby state, an identifying signal that includes the device connection identifier. 13 . The method of claim 12 wherein the method further comprises receiving, from the serving transmission point, data associated with a paging message that includes the device connection identifier. 14 . The method of claim 12 further comprising transmitting confirmation of receipt of the paging message and data, while in the standby state, wherein the data is received while in the standby state. 15 . The method of claim 12 further comprising: periodically monitoring the wireless communications network for a paging message that includes a relay indicator, and retransmitting the received paging message based on the relay indicator. 16 . The method of claim 15 wherein the received paging message that includes the relay indicator further includes a target device identifier that specifies one or more of a target device zone or a target device type, and wherein retransmitting the received paging message is further based on the one or more of the target device zone or the target device type. 17 . The method of claim 15 wherein the device connection identifier is associated with a relative geographic location, wherein the received paging message that includes the relay indicator further includes a connection identifier for a target device that is associated with the relative geographic location, and wherein retransmitting the paging message is further based on a physical distance between the first device and the target device. 18 . A wireless device comprising: a communications interface; and a processor configured for transmitting and receiving data through the communications interface, the processor further configured to execute computer-readable instructions that, when executed by the processor, cause the wireless device to: receive, from a serving transmission point, and store a device connection identifier associated with the first device, while in an active state; transition to a standby state; and periodically transmit to the serving transmission point, while in the standby state, an identifying signal that includes the device connection identifier. 19 . The wireless device of claim 18 wherein the instructions, when executed by the processor, further cause the wireless device to receive, from the serving transmission point, data associated with a paging message that includes the device connection identifier. 20 . The wireless device of claim 18 wherein the instructions, when executed by the processor, further cause the wireless device to transmit confirmation of receipt of the paging message and data, while in the standby state, wherein the data is received while in the standby state. 21 . The wireless device of claim 18 wherein the instructions, when executed by the processor, further cause the wireless device to periodically monitor the wireless communications network for a paging message that includes a relay indicator, and retransmit the received paging message based on the relay indicator. 22 . The wireless device of claim 21 wherein the received paging message that includes the relay indicator further includes a target device identifier that specifies one or more of a target device zone or a target device type, and wherein retransmission of the received paging message is further based on the one or more of the target device zone or the target device type. 23 . The wireless device of claim 21 wherein the device connection identifier is associated with a relative geographic location, wherein the received paging message that includes the relay indicator further includes a connection identifier for a target device that is associated with the relative geographic location, and wherein retransmission of the paging message is further based on a physical distance between the first device and the target device.
