A method of processing a broadcast signal including an interactive broadcast service at a transmitter is disclosed. The method comprises generating an parameter table containing metadata about applications and interactive broadcast events targeted to the applications, dividing the parameter table into a plurality of parameter blocks, inserting each of the parameter blocks into each of a plurality of parameter table sections, generating a trigger which is a signaling element to identify signaling and establish timing of playout of the interactive broadcast events, inserting the trigger into a closed caption channel of the broadcast signal, transmitting the broadcast signal including the closed caption channel and a specific channel carrying the plurality of parameter table sections, wherein the trigger includes location information specifying a location of the parameter table in the broadcast signal.

A method of processing a broadcast service at a transmitter, the method comprising: generating a parameter element including metadata about applications; generating an event message element used for delivering one or more timing information which set presentation times for events; generating packets including the parameter element and the event message element; transmitting the broadcast service via a broadcast stream; and transmitting the packets via the broadcast stream or an internet network, wherein the parameter element includes information referencing an application, wherein the parameter element further provides information associating data files with the application. 14 . The method of claim 13 , wherein the parameter element further includes information specifying capabilities that are needed for a meaningful presentation of an interactive service associated with the parameter element. 15 . The method of claim 13 , wherein when the packets are transmitted in the broadcast stream, the packets are delivered in a specific channel in the broadcast stream. 16 . The method of claim 15 , wherein at least one of the packets including a fragment from the parameter element includes a first value indicating whether the fragment corresponding to the parameter element is included in the at least one of the packet. 17 . The method of claim 16 , wherein the at least one of the packets further includes a second value indicating version of the fragment. 18 . An apparatus for processing a broadcast service, the apparatus comprising: a signaling encoder configured to generate a parameter element including metadata about applications, and to generate an event message element used for delivering one or more timing information which set presentation times for events; a packet encoder configured to generate packets including the parameter element and the event message element; and a transmitter configured to transmit the broadcast service via a broadcast stream, and to transmit the packets via the broadcast stream or an internet network, wherein the parameter element includes information referencing an application, wherein the parameter element further provides information associating data files with the application. 19 . The apparatus of claim 18 , wherein the parameter element further includes information specifying capabilities that are needed for a meaningful presentation of an interactive service associated with the parameter element. 20 . The apparatus of claim 18 , wherein when the packets are transmitted in the broadcast stream, the packets are delivered in a specific channel in the broadcast stream. 21 . The apparatus of claim 20 , wherein at least one of the packets including a fragment from the parameter element includes a first value indicating whether the fragment corresponding to the parameter element is included in the at least one of the packet. 22 . The apparatus of claim 21 , wherein the at least one of the packets further includes a second value indicating version of the fragment.
