An electrode includes a base material, and a catalyst layer provided on the base material, the catalyst layer including a plurality of catalyst units having a porous structure. The catalyst layer has a first catalyst layer provided near the base material, the first catalyst layer including a plurality of the catalyst units dispersed at a first dispersion degree. The catalyst layer has a second catalyst layer provided above the first catalyst layer, the second catalyst layer including a plurality of the catalyst units dispersed at a second dispersion degree. The second dispersion degree is different from the first dispersion degree.

What is claimed is: 1 . An electrode comprising: a base material; and a catalyst layer provided on the base material, the catalyst layer including a plurality of catalyst units having a porous structure, wherein the catalyst layer has a first catalyst layer provided near the base material, the first catalyst layer including a plurality of the catalyst units dispersed at a first dispersion degree, and a second catalyst layer provided above the first catalyst layer, the second catalyst layer including a plurality of the catalyst units dispersed at a second dispersion degree, and wherein the second dispersion degree is different from the first dispersion degree. 2 . The electrode according to claim 1 , wherein the second dispersion degree is higher than the first dispersion degree. 3 . The electrode according to claim 1 , wherein the catalyst layer has an intermediate layer between the first catalyst layer and the second catalyst layer. 4 . The electrode according to claim 1 , wherein the catalyst layer has a porosity of not less than 50 vol % and not more than 95 vol %. 5 . The electrode according to claim 1 , wherein an average distance between the catalyst units in the second catalyst layer is not less than 30 nm and not more than 2000 nm. 6 . The electrode according to claim 1 , wherein the catalyst units of the first catalyst layer include at least one of iridium oxide, ruthenium oxide, tantalum oxide, titanium oxide, platinum, and platinum oxide. 7 . The electrode according to claim 1 , wherein an average height of the catalyst units of the second catalyst layer is not less than 30 nm and not more than 1000 nm. 8 . The electrode according to claim 1 , wherein not less than 50 vol % of the catalyst units of the second catalyst layer is platinum, and not less than 60 vol % of the catalyst units of the first catalyst layer is iridium oxide. 9 . A membrane electrode assembly comprising the electrode according to claim 1 and a electrolyte membrane. 10 . The assembly according to claim 9 , wherein the second catalyst layer exists between the first catalyst layer and the electrolyte membrane. 11 . The assembly according to claim 9 , wherein the electrolyte membrane is in physical contact with the second catalyst layer. 12 . An electrochemical cell comprising the membrane electrode assembly according to claim 9 . 13 . A stack including the electrochemical cell according to claim 12 .
