The fuel cell catalyst layer has: a catalyst including a highly crystalline carbon support and a catalyst metal supported by the highly crystalline carbon support; and an ionomer having a glass transition temperature equal to or greater than 160° C.

What is claimed is: 1 . A fuel cell catalyst layer comprising: a catalyst comprising a highly crystalline carbon support and a catalyst metal supported by the highly crystalline carbon support; and an ionomer having a glass transition temperature equal to or greater than 160° C. 2 . The fuel cell catalyst layer according to claim 1 , wherein a pore volume of pores with a pore diameter of from 1 nm to 5 nm in the highly crystalline carbon support is equal to or greater than 9.0 mL/g. 3 . The fuel cell catalyst layer according to claim 1 , wherein the ionomer has an oxygen permeability equal to or greater than 2.0×10 −14 mol/m/sec/Pa in an environment at a temperature of 80° C. and a relative humidity of 30% 4 . A fuel cell comprising a fuel cell catalyst layer according to claim 1 .
