A first base station receives at least one application protocol message from a second base station. The second base station comprises a downlink carrier comprising a plurality of downlink resource blocks. The at least one application protocol message may comprise a second physical downlink control channel configuration. The first base station may transmit a packet comprising acknowledgement for the receipt of the at least one application protocol.

A method comprising: transmitting, by a computing device and to a first base station: first configuration information indicating that a first physical downlink control channel associated with the first base station is to begin in time at a first symbol number in a series of symbols of a subframe; and second configuration information indicating that the first physical downlink control channel is to be transmitted by the first base station in fewer than all subframes of a frame; and transmitting, by the computing device and to a second base station, the first configuration information to allow the second base station to manage overlap between first radio resources of the first physical downlink control channel associated with the first base station and second radio resources of a second physical downlink control channel associated with the second base station. 3 . The method of claim 2 , wherein the first configuration information comprises a bitmap indicating the first radio resources of the first physical downlink control channel. 4 . The method of claim 2 , wherein the first configuration information comprises an index indicating a pre-defined set of resource blocks that comprise the first radio resources of the first physical downlink control channel. 5 . The method of claim 2 , wherein the first configuration information comprises an indication of a starting offset and bandwidth for the first physical downlink control channel. 6 . The method of claim 2 , wherein the second configuration information further indicates a subset of subframes for the first physical downlink control channel. 7 . The method of claim 2 , further comprising configuring, by the second base station and based on the first configuration information, the second radio resources of the second physical downlink control channel associated with the second base station in order to reduce or avoid overlap between the first radio resources of the first physical downlink control channel associated with the first base station and the second radio resources of the second physical downlink control channel associated with the second base station. 8 . The method of claim 2 , further comprising transmitting, by the computing device and to the first base station, a protected physical downlink control channel carrier component preference list. 9 . A method comprising: transmitting, by a computing device and to a first base station, first configuration information for a first physical downlink control channel associated with the first base station, the first configuration information comprising: information indicating that the first physical downlink control channel is to begin in time at a first symbol number in a series of symbols of a subframe; and information indicating that the first physical downlink control channel is to be transmitted by the first base station in fewer than all subframes of a frame; transmitting, by the computing device and to a second base station, the first configuration information; and configuring, by the second base station, a second physical downlink control channel associated with a second base station, wherein the configuring is based on the first symbol number of the first physical downlink control channel in order to manage overlap between first radio resources of the first physical downlink control channel and second radio resources of the second physical downlink control channel. 10 . The method of claim 9 , wherein the first configuration information comprises a bitmap indicating the first radio resources of the first physical downlink control channel. 11 . The method of claim 9 , wherein the first configuration information comprises an index indicating a pre-defined set of resource blocks that comprise the first radio resources of the first physical downlink control channel. 12 . The method of claim 9 , wherein the first configuration information comprises an indication of a starting offset and bandwidth for the first physical downlink control channel. 13 . The method of claim 9 , wherein the first configuration information further indicates a subset of subframes for the first physical downlink control channel. 14 . A method comprising: receiving, by a first base station: first configuration information indicating that a first physical downlink control channel associated with the first base station is to begin in time at a first symbol number in a series of symbols of a subframe; and second configuration information indicating that the first physical downlink control channel is to be transmitted by the first base station in fewer than all subframes of a frame; receiving, by a second base station, the first configuration information; and transmitting, by the second base station, a second physical downlink control channel using second radio resources configured, based on the first configuration information, to manage overlap with first radio resources of the first physical downlink control channel. 15 . The method of claim 14 , wherein the first configuration information comprises a bitmap indicating the first radio resources of the first physical downlink control channel. 16 . The method of claim 14 , wherein the first configuration information comprises an index indicating a pre-defined set of resource blocks that comprise the first radio resources of the first physical downlink control channel. 17 . The method of claim 14 , wherein the first configuration information comprises an indication of a starting offset and bandwidth for the first physical downlink control channel. 18 . The method of claim 14 , wherein the first configuration information further indicates a subset of subframes for the first physical downlink control channel. 19 . The method of claim 14 , wherein the transmitting comprises configuring, by the second base station and based on the first configuration information, the second radio resources in order to reduce overlap between the first radio resources and the second radio resources. 20 . The method of claim 14 , further comprising transmitting, by a computing device and to the first base station, a protected physical downlink control channel carrier component preference list. 21 . The method of claim 14 , wherein: the receiving, by the first base station, the first configuration information and the second configuration information comprises receiving, from a computing device, the first configuration information and the second configuration information; and the receiving, by the second base station, the first configuration information comprises receiving the first configuration information from the computing device. 22 . The method of claim 14 , further comprising: receiving, by a wireless device and from the first base station, the first physical downlink control channel. 23 . The method of claim 14 , further comprising: receiving, by a wireless device and from the second base station, the second physical downlink control channel. 24 . A computing device comprising: one or more processors; and one or more memories storing instructions that, when executed by the one or more processors, cause the computing device to: transmit, to a first base station: first configuration information indicating that a first physical downlink control channel associated with the first base station is to begin in time at a first symbol number in a series of symbols of a subf
