According to an embodiment, a communication device that connects a terminal device with a server device includes a receiver, an execution controller, and a setter. The receiver is configured to receive, from the server device, identification information for identifying a wireless network and program information for executing a program that performs wireless communication with the terminal device. The execution controller is configured to execute the program based on the program information. The setter is configured to set the wireless network so that the program performs communication with the terminal device using the wireless network identified by the identification information.

What is claimed is: 1 . A communication device that connects a terminal device with a server device, the device comprising: a receiver configured to receive, from the server device, identification information for identifying a wireless network and program information for executing a program that performs wireless communication with the terminal device; an execution controller configured to execute the program based on the program information; and a setter configured to set the wireless network so that the program performs communication with the terminal device using the wireless network identified by the identification information. 2 . The device according to claim 1 , wherein the program has a function of receiving data from the server device and transmitting the received data to the terminal device. 3 . The device according to claim 2 , wherein the program receives the data from the server device so that the data having a higher priority designated from the server device is preferentially received. 4 . The device according to claim 1 , further comprising an authentication processor configured to authenticate the server device, wherein the receiver receives the identification information and the program information from the server device when the server device is authenticated. 5 . The device according to claim 1 , wherein the program has a function of authenticating the terminal device, and performs communication with the terminal device when the terminal device is authenticated. 6 . The device according to claim 1 , wherein the receiver receives, from the server device, first program information for executing a first program and second program information for executing a second program, and the execution controller executes the first program and the second program in a virtual environment. 7 . The device according to claim 1 , wherein the receiver receives, from the server device, first identification information for identifying a first wireless network and second identification information for identifying a second wireless network, and the setter sets the first wireless network and the second wireless network as independent networks. 8 . The device according to claim 1 , wherein the program has a function of receiving data from the terminal device and storing the received data. 9 . A communication system comprising: a plurality of communication devices; and a server device, wherein the server device includes a deliverer configured to deliver identification information for identifying a wireless network and program information for executing a program by which the communication device and a terminal device perform wireless communication to a selected communication device among the plurality of communication devices, and each of the communication devices includes a receiver configured to receive the identification information and the program information from the server device, an execution controller configured to execute the program based on the program information, and a setter configured to set the wireless network so that the program performs communication with the terminal device using the wireless network identified by the identification information. 10 . The system according to claim 9 , wherein the server device further includes a selector configured to select one of the plurality of communication devices based on position information of the terminal device, and the deliverer transmits the identification information and the program information to the communication device selected by the selector. 11 . A computer program product comprising a computer-readable medium containing a program executed by a computer that connects a terminal device with a server device, the program causing the computer to execute: receiving identification information for identifying a wireless network and program information for executing a program that performs wireless communication with the terminal device from the server device; executing the program based on the program information; and setting the wireless network so that the program performs communication with the terminal device using the wireless network identified by the identification information.
