What is claimed is: 1 . A method of multiple users sharing common wireless resources of a network, comprising: receiving a first frame from one or more wireless devices on one or more channels selected from a set of wireless channels; identifying a portion of the first frame; and transmitting a second frame to the one or more wireless devices in response to the first frame, a portion of the second frame being selected based on the identified portion of the first frame. 2 . The method of claim 1 , wherein the one or more wireless devices is unassociated. 3 . The method of claim 1 , wherein the shared common wireless resource employs CDMA, TDMA, or HEWC. 4 . The method of claim 1 , wherein the identified portion of the first frame includes values that are the same as values in the portion of the second frame to indicate the network does not support use of pre-association identifiers. 5 . The method of claim 1 , wherein the identified portion of the first frame includes values that are the same as values in the portion of the second frame to indicate the network does not allow use of pre-association identifiers. 6 . The method of claim 1 , wherein the identified portion of the first frame includes values that are the same as values in the portion of the second frame to indicate the network will not allocate a pre-association identifier. 7 . The method of claim 1 , wherein the identified portion of the first frame includes a scrambler initialization value. 8 . The method of claim 1 , wherein the first frame is a probe request. 9 . The method of claim 1 , wherein the first frame is an association request. 10 . The method of claim 1 , wherein the first frame is an authentication request. 11 . The method of claim 1 , wherein the first frame is a public frame. 12 . The method of claim 1 , wherein the first frame is an UL OFDMA. 13 . The method of claim 1 , wherein the identified portion is a pre-association identifier. 14 . The method of claim 13 , further comprising transmitting a third frame to the one or more wireless devices, the third frame including the pre-association identifier. 15 . The method of claim 13 , wherein the portion of the second frame is different than the identified portion of the first frame if the network supports use of a pre-association identifier, the pre-association identifier being a concatenation of values in a scrambler initialization field of the second frame. 16 . The method of claim 13 , wherein the pre-association identifier is based on information related to a channel allocation selected by the one or more wireless devices. 17 . The method of claim 13 , wherein the pre-association identifier is based on information in one or more fields of the first frame received from the one or more wireless devices. 18 . The method of claim 13 , further comprising transmitting a frame to the one or more wireless devices at a time before the first frame is received from the one or more wireless devices, wherein the pre-association identifier is based on information in one or more fields of the transmitted frame. 19 . The method of claim 1 , wherein the first frame is a pre-association frame. 20 . The method of claim 19 , wherein the pre-association frame is in single-user (SU) format. 21 . The method of claim 1 , wherein the second frame is an acknowledgement. 22 . The method of claim 21 , wherein the acknowledgement is a normal Ack. 23 . The method of claim 21 , wherein the acknowledgement is a DL MU Ack. 24 . A method of multiple users sharing common wireless resources of a network, comprising: receiving a first frame from a first access device; obtaining a pre-association identifier based on the received first frame; and transmitting a second frame to the first access device using the pre-association identifier. 25 . The method of claim 24 , wherein the second frame is transmitted to the first access device before associating the first access device. 26 . The method of claim 24 , wherein the pre-association identifier indicates which of one or more channels is allocated for transmission of the second frame. 27 . The method of claim 24 , wherein the pre-association identifier is based on information related to a selected channel allocation. 28 . The method of claim 24 , wherein the pre-association identifier is based on information in one or more fields of the first frame. 29 . The method of claim 24 , further comprising: receiving a broadcast that includes a plurality of association identifiers available for use as the pre-association identifier; and selecting one of the plurality of association identifiers for use as the pre-association identifier. 30 . The method of claim 29 , wherein the selected pre-association identifier is identified in a scrambler initialization field in the second frame. 31 . The method of claim 29 , further comprising receiving a third frame acknowledging the selection of the pre-association identifier. 32 . The method of claim 31 , wherein the third frame includes values that are different from values in the second frame. 33 . The method of claim 31 , wherein each of the values in the second and third frames include at least a portion of a scrambler initialization field. 34 . An access point configured to perform high-efficiency wireless frequency division multiplexing on a network, the access point comprising a receiver configured to receive a frame from one or more wireless devices on one or more channels selected from a set of wireless channels, the frame including an identified portion. 35 . The access point of claim 34 , wherein the identified portion is a pre-association identifier. 36 . The access point of claim 34 , further comprising a transmitter configured to transmit a second frame to the one or more wireless devices in response to the first frame, a portion of the second frame being selected based on the identified portion of the first frame. 37 . The access point of claim 36 , wherein the identified portion is based on information related to a channel allocation selected by the one or more wireless devices. 38 . A wireless device configured to perform high-efficiency wireless frequency division multiplexing, the wireless device comprising a receiver configured to receive a first frame from an access point on one or more channels selected from a set of wireless channels, obtain a pre-association identifier based on the received first frame; and transmit a second frame to the access device using the pre-association identifier. 39 . The wireless device of claim 38 , wherein the receiver is further configured to receive a broadcast that includes a plurality of association identifiers available for use as the pre-association identifier; and select one of the plurality of association identifiers for use as the pre-association identifier. 40 . The wireless device of claim 38 , wherein the receiver is further configured to receive a third frame acknowledging the selection of the pre-association identifier.
