A wireless device receives, in subframe n, a media-access-control control element indicating activation of a secondary cell in a secondary physical uplink control channel (PUCCH) group. The wireless device starts transmission of channel state information (CSI) fields for the secondary cell from subframe n+8+k. k is equal to zero if the activation of the PUCCH secondary cell is completed before subframe n+8. k is greater than 0 and depends on when the activation of the PUCCH secondary cell is completed if the activation of the PUCCH secondary cell is completed on or after subframe n+8.

What is claimed is: 1 . A method comprising: receiving, by a wireless device, at least one message comprising configuration parameters of a plurality of cells, the plurality of cells grouped into a plurality of physical uplink control channel (PUCCH) groups comprising: a primary PUCCH group comprising a primary cell with a primary PUCCH transmitted to a base station; and a secondary PUCCH group comprising a PUCCH secondary cell with a secondary PUCCH transmitted to the base station; receiving, in subframe n, a media-access-control control element indicating activation of a secondary cell in the secondary PUCCH group; and starting transmission of channel state information (CSI) fields for the secondary cell from subframe n+8+k, wherein: k is equal to zero if the activation of the PUCCH secondary cell is completed before subframe n+8; and k is greater than 0 and depends on when the activation of the PUCCH secondary cell is completed if the activation of the PUCCH secondary cell is completed on or after subframe n+8. 2 . The method of claim 1 , further comprising starting a deactivation timer associated with the secondary cell in subframe n+8. 3 . The method of claim 1 , wherein the wireless device employs a next available uplink resource for reporting a CSI field of the CSI fields in subframe n+8+k if there are no uplink resources for reporting the CSI field of the CSI fields in subframe n+8+k. 4 . The method of claim 1 , further comprising starting transmission of CSI fields of an activated cell in the secondary PUCCH group from subframe n+8+k. 5 . The method of claim 1 , wherein a CSI field comprising an out of range CQI is transmitted when no valid CSI field with a channel quality index different from zero is available. 6 . The method of claim 1 , wherein the configuration parameters comprise: a plurality of common parameters; and a plurality of dedicated parameters comprising a deactivation timer value. 7 . The method of claim 1 , wherein the media-access-control control element comprises a bitmap. 8 . A method comprising: receiving, by a wireless device, at least one message comprising configuration parameters of a plurality of cells, the plurality of cells grouped into a plurality of physical uplink control channel (PUCCH) groups comprising: a primary PUCCH group comprising a primary cell with a primary PUCCH; and a secondary PUCCH group comprising a PUCCH secondary cell (SCell) with a secondary PUCCH; receiving, in subframe n, a media-access-control control element indicating activation of a plurality of SCells comprising: a first SCell in the primary PUCCH group; and a second SCell in the secondary PUCCH group; starting transmission of channel state information (CSI) fields for the first SCell from subframe n+8; and starting transmission of CSI fields for the second SCell from subframe n+8+k, wherein: k is equal to zero if the activation of the PUCCH SCell is completed before subframe n+8; and k is greater than 0 and depends on when the activation of the PUCCH SCell is completed if the activation of the PUCCH SCell is completed on or after subframe n+8. 9 . The method of claim 8 , further comprising: starting a first deactivation timer associated with the first SCell in subframe n+8; and starting a second deactivation timer associated with the second SCell in subframe n+8. 10 . The method of claim 8 , wherein the wireless device employs a next available uplink resource for reporting a CSI field of the CSI fields for the second SCell in subframe n+8+k if there are no uplink resources for reporting the CSI field. 11 . The method of claim 10 , further comprising the start of transmission of CSI fields of an activated cell in the secondary PUCCH group from subframe n+8+k. 12 . The method of claim 8 , wherein a CSI field comprising an out of range CQI is transmitted when no valid CSI field with a channel quality index different from zero is available. 13 . The method of claim 8 , wherein the configuration parameters comprise: a plurality of common parameters; and a plurality of dedicated parameters comprising a deactivation timer value. 14 . The method of claim 8 , wherein the media-access-control control element comprises a bitmap. 15 . A method comprising: transmitting, by a base station to a wireless device, at least one message comprising configuration parameters of a plurality of cells, the plurality of cells grouped into a plurality of physical uplink control channel (PUCCH) groups comprising: a primary PUCCH group comprising a primary cell with a primary PUCCH; and a secondary PUCCH group comprising a PUCCH secondary cell (SCell) with a secondary PUCCH; transmitting, in subframe n, a media-access-control control element indicating activation of a plurality of SCells comprising: a first SCell in the primary PUCCH group; and a second SCell in the second PUCCH group; starting the reception, from the wireless device, of channel state information (CSI) fields for the first SCell from subframe n+8; and starting the reception, from the wireless device, of CSI fields for the second SCell from subframe n+8+k, wherein: k is equal to zero if the activation of the PUCCH SCell is completed before subframe n+8; and k is greater than 0 and depends on when the activation of the PUCCH SCell is completed if the activation of the PUCCH SCell is completed on or after subframe n+8. 16 . The method of claim 15 , further comprising: starting a first deactivation timer associated with the first SCell in subframe n+8; and starting a second deactivation timer associated with the second SCell in subframe n+8. 17 . The method of claim 15 , wherein the base station receives the CSI field of the CSI fields for the second SCell in subframe n+8+k in a next available uplink resource for receiving CSI fields from the wireless device if there are no uplink resources for receiving, from the wireless device, the CSI field of the CSI fields for the second SCell in subframe n+8+k. 18 . The method of claim 15 , wherein a CSI field comprising an out of range CQI is received when no valid CSI field with a channel quality index different from zero is available. 19 . The method of claim 15 , wherein the configuration parameters comprise: a plurality of common parameters; and a plurality of dedicated parameters comprising a deactivation timer value. 20 . The method of claim 15 , wherein the media-access-control control element comprises a bitmap.
