There is provided an information processing system that includes an information processing terminal equipped with an IC chip capable of non-contact communication with a reader/writer, a data provider device that stores a first data record for creating service data, and a control information processing device that creates the service data and transmits the service data to the information processing terminal. The information processing terminal includes a terminal communication portion that acquires the first data record from the data provider device and transmits the first data record to the control information processing device. The control information processing device includes a control communication portion that receives the first data record, a control storage portion that stores a second data record for creating the service data, and a data creation portion that creates the service data based on the first data record and the second data record.

What is claimed is: 1 . A server communicating with an information processing apparatus via a communication network, the information processing apparatus establishing near field communication with an external device, the server comprising: a computer-readable medium configured to store second data, and circuitry configured to receive, from the information processing apparatus via the communication network, first data that is sent by the external device through the near field communication, and generate service data based on the second data, wherein the second data corresponds to the first data, and the service data is described in markup language. 2 . The server according to claim 1 , wherein the service data is utilized to launch a specified application at the information processing apparatus. 3 . The server according to claim 1 , wherein the first data includes information for specifying a service provider. 4 . The server according to claim 1 , wherein the first data includes information for specifying a service category. 5 . The server according to claim 1 , wherein the first data includes signature information for verifying the authenticity of the first data. 6 . The server according to claim 1 , wherein the information processing apparatus comprises an IC chip that establishes non-contact communication with the external device. 7 . The server according to claim 1 , wherein the communication network is a wired network, a wireless network, or a combination of wired and wireless networks. 8 . A computer-implemented method of communicating with an information processing apparatus via a communication network, the information processing apparatus establishing near field communication with an external device, the method comprising: receiving, from the information processing apparatus via the communication network, first data that is sent by the external device through the near field communication; storing second data corresponding to the first data; and generating service data based on the second data, wherein the service data is described in markup language. 9 . An information processing apparatus comprising: an IC chip configured to receive first data from an external device via near field communication; and circuitry configured to initiate a sending of the first data to a server, and receive service data described in markup language, wherein the service data is generated at the server based on second data corresponding to the first data. 10 . The information processing apparatus according to claim 9 , wherein the circuitry is further configured to launch an application based on the received service data. 11 . The information processing apparatus according to claim 9 , wherein the first data includes information for specifying a service provider. 12 . The information processing apparatus according to claim 9 , wherein the first data includes information for specifying a service category. 13 . The information processing apparatus according to claim 9 , wherein the first data includes signature information for verifying the authenticity of the first data. 14 . The information processing apparatus according to claim 9 , wherein the communication network is a wired network, a wireless network, or a combination of wired and wireless networks. 15 . A computer-implemented method comprising: receiving, via near field communication using an IC chip, first data from an external device; sending the first data to a server; and receiving service data described in markup language, wherein the service data is generated at the server based on second data corresponding to the first data.
