1 . A cathode for a lithium ion secondary battery, comprising: a cathode current collector; a PTC layer provided on the cathode current collector, the PTC layer comprising electrically conductive particles, polymer particles, and a water-soluble polymer; and a cathode active material layer provided on the PTC layer. 2 . The cathode for a lithium ion secondary battery according to claim 1 , wherein the PTC layer has a thickness of from 1 μm to 10 μm. 3 . The cathode for a lithium ion secondary battery according to claim 1 , wherein a mass ratio of a total amount of the electrically conductive particles and the polymer particles which are comprised in the PTC layer to the water-soluble polymer comprised in the PTC layer (a total amount of the electrically conductive particles and the polymer particles : the water-soluble polymer) is from 99.9:0.1 to 95:5. 4 . The cathode for a lithium ion secondary battery according to claim 1 , wherein the polymer particles have an average particle diameter of from 0.1 μm to 5 μm. 5 . (canceled) 6 . The cathode for a lithium ion secondary battery according to claim 1 , wherein the electrically conductive particles comprise at least one selected from the group consisting of carbon particles and metal particles. 7 . The cathode for a lithium ion secondary battery according to claim 1 , wherein the polymer particles comprise polyolefin particles. 8 . The cathode for a lithium ion secondary battery according to claim 1 , wherein the polymer particles comprise at least one selected from the group consisting of a particle of an ionomer resin and a particle of a (meth)acrylate-containing copolymer. 9 . The cathode for a lithium ion secondary battery according to claim 1 , wherein the content ratio of the electrically conductive particles to the polymer particles in mass ratio is from 2:98 to 20:80. 10 . The cathode for a lithium ion secondary battery according to claim 1 , wherein the water-soluble polymer comprises at least one selected from the group consisting of a carboxymethyl cellulose derivative, polyvinyl pyrrolidone, and polyacrylic acid. 11 . A lithium ion secondary battery, comprising the cathode for a lithium ion secondary battery according to claim 1 .
