Provided is a broadcast receiving device receiving a File Delivery over Unidirectional Transport (FLUTE) protocol based packet stream. The device includes: a reception unit receiving a first packet setting a context that indicates a format of a header of the FLUTE protocol based packet stream and a second packet compressed on the basis of the context; and a control unit setting the context on the basis of the first packet and restoring the second packet on the basis of the context.

A broadcast receiving device receiving Unidirectional Transport protocol based packet stream, the device comprising: a reception unit receiving a first packet including context information that indicates a format of a header of the packet stream and a second packet compressed on the basis of the context information; and a control unit restoring the second packet on the basis of the context information. 2 . The device according to claim 1 , wherein the first packet comprises a static part that is static header information of a packet stream. 3 . The device according to claim 2 , wherein the static part comprises a field indicating a version number of Layered Coding Transport (LCT). 4 . The device according to claim 2 , further comprising a field indicating a size of Transport Session Identification (TSI) and a field indicating the TSI. 5 . The device according to claim 2 , further comprising a field indicating a size of information used for congestion-controlling a packet of a transport session and field indicating information used for congestion control. 6 . The device according to claim 1 , wherein the second packet comprises a dynamic part that is dynamic header information of a packet stream. 7 . The device according to claim 6 , wherein the dynamic part comprises a field indicating a source packet. 8 . The device according to claim 6 , wherein the dynamic part comprises a field indicating whether to terminate a session packet transmission and a field indicating whether to terminate a data packet transmission. 9 . The device according to claim 6 , wherein the dynamic part comprises a field indicating a header size of Layered Coding Transport (LCT). 10 . The device according to claim 1 , wherein the second packet comprises an uncompressed part that is uncompressed header information and the uncompressed part comprises at least one of a field indicating a Forward Error Correction (FEC) encoding identifier and a field indicating an identifier for identifying an encoding symbol. 11 . A broadcast transmitting device transmitting Unidirectional Transport protocol based packet stream, the device comprising: a reception unit receiving the packet stream; and a transmission unit transmitting a first packet including context information that indicates a format of a header of the packet stream and a second packet compressed on the basis of the context information. 12 . The device according to claim 11 , wherein the first packet comprises a static part that is static header information of a packet stream. 13 . The device according to claim 12 , wherein the first packet comprises a static part that is static header information of a packet stream. 14 . The device according to claim 12 , further comprising a field indicating a size of Transport Session Identification (TSI) and a field indicating the TSI. 15 . The device according to claim 12 , further comprising a field indicating a size of information used for congestion-controlling a packet of a transport session and field indicating information used for congestion control. 16 . The device according to claim 11 , wherein the second packet comprises a dynamic part that is dynamic header information of a packet stream. 17 . The device according to claim 16 , wherein the dynamic part comprises a field indicating a source packet. 18 . The device according to claim 16 , wherein the dynamic part comprises a field indicating whether to terminate a session packet transmission and a field indicating whether to terminate a data packet transmission. 19 . The device according to claim 16 , wherein the dynamic part comprises a field indicating a header size of Layered Coding Transport (LCT). 20 .
