What is claimed is: 1 . An assembly for operating a device, said assembly comprising: an arm; a stem to which said arm is connected; said stem having a slot; and a member having a tab which fits into said slot. 2 . The assembly of claim 1 , wherein said member has a first portion which overlaps said arm. 3 . The assembly of claim 2 , wherein an engagement device is used to join said arm to said stem and said overlapping portion of said member includes an opening for receiving a portion of said engagement device, two spaced apart projection members abutting a surface of said arm and a slot between said two spaced apart projection members. 4 . The assembly of claim 2 , wherein said member has a second portion extending at a right angle to said first portion and connecting said first portion and said tab. 5 . The assembly of claim 4 , further comprising said arm having a slot and said second portion having a width so that said second portion fits within said slot. 6 . The assembly of claim 1 , wherein said stem has an opening in a surface and said assembly further comprises a threaded insert fitting into said opening. 7 . The assembly of claim 1 , wherein said stem has angled surfaces and said arm has a surface which mates with said angled surfaces. 8 . The assembly of claim 1 , wherein said slot is in an end surface of said stem. 9 . The assembly of claim 1 , wherein said member is a washer. 10 . The assembly of claim 1 , wherein said device is a variable vane. 11 . A vane arm assembly for a gas turbine engine comprising: an arm; a vane having an integrally formed stem to which said arm is connected; said stem having a slot; and a member having a tab which fits into said slot. 12 . The assembly of claim 11 , wherein said member has a first portion which overlaps said arm. 13 . The assembly of claim 12 , wherein an engagement device is used to join said arm to said stem and said overlapping portion of said member includes an opening for receiving a portion of said engagement device, two spaced apart projection members abutting a surface of said arm, and a slot between said two spaced apart projection members. 14 . The assembly of claim 12 , wherein said member has a second portion extending at a right angle to said first portion and connecting said first portion and said tab. 15 . The assembly of claim 14 , further comprising said arm having a slot and said second portion having a width so that said second portion fits within said slot. 16 . The assembly of claim 11 , wherein said stem has an opening in a surface and said assembly further comprises a threaded insert fitting into said opening. 17 . The assembly of claim 11 , wherein said stem has angled surfaces and said arm has a surface which mates with said angled surfaces. 18 . The assembly of claim 11 , wherein said slot is in an end surface of said stem. 19 . The assembly of claim 11 , wherein said member is a washer. 20 . The assembly of claim 11 , further comprising means for changing the position of said vane and said changing means being connected to said arm.
