A method and apparatus for transmitting a signal from a base station to a first user equipment (UE) in a multiple-input multiple-output (MIMO) wireless communication system. Information on a movement speed of a second UE is acquired from the second UE. Channel information is determined based on the information on the movement speed. The channel information is previously measured by the first UE. A transmission and reception scheme is determined based on the determined channel information. At least one of the determined channel information or the determined transmission and reception scheme is transmitted to the second UE.

What is claimed is: 1 . A method of transmitting a signal from a base station to a first user equipment (UE) in a multiple-input multiple-output (MIMO) wireless communication system, the method comprising: acquiring information on a movement speed of a second UE from the second UE; determining a channel information based on the information on the movement speed, wherein the channel information is previously measured by the first UE; determining a transmission and reception scheme based on the determined channel information; and transmitting, to the second UE, at least one of the determined channel information or the determined transmission and reception scheme. 2 . The method according to claim 1 , wherein the channel information is applied to the second UE moving on a fixed route. 3 . The method according to claim 1 , wherein the channel information includes at least one or more of a received signal strength indicator (RSSI), a received signal received quality (RSRQ), a received signal received power (RSRP), a channel quality indicator (CQI), a precoding vector index (PVI), a precoding matrix indicator (PMI) and a rank indicator (RI) information. 4 . The method according to claim 1 , wherein the channel information is divided and stored according to the movement speed of the second UE. 5 . The method according to claim 1 , wherein: the channel information is stored in a database of the base station, and the channel information stored in the database is updated at a predetermined time interval. 6 . The method according to claim 1 , wherein the channel information is divided and stored for a specific movement speed, and the movement speed of the UE is within a predetermined range from the specific movement speed. 7 . The method according to claim 1 , wherein the first UE and the second UE are the same. 8 . The method according to claim 1 , wherein the channel information is valid channel information stored within a predetermined time interval. 9 . A method of receiving a signal at a first user equipment (UE) in a multiple-input multiple-output (MIMO) wireless communication system, the method comprising: transmitting, by the first UE, information on a movement speed of the first UE to a base station; and receiving, by the first UE, at least one of channel information determined based on the movement speed of the first UE or a transmission and reception scheme determined based on the channel information, from the base station, wherein the channel information is previously measured by a second UE. 10 . A base station in a multiple-input multiple-output (MIMO) wireless communication system, the base station comprising: a transmitter and a receiver configured to transmit or receive a signal from a second user equipment (UE); and a processor operatively connected to the transmitter and the receiver, wherein the processor is configured to: acquire information on movement speed of the second UE from the second UE, determine a channel information based on the information on movement speed, determine a transmission and reception scheme based on the determined channel information, and control the transmitter to transmit, to the second UE, at least one of the determined channel information or the determined transmission and reception scheme, wherein the channel information is previously measured by a first UE. 11 . A first user equipment (UE) in a multiple-input multiple-output (MIMO) wireless communication system, the first UE comprising: a transmitter and a receiver configured to transmit or receive a signal from a base station; and a processor operatively connected to the transmitter and the receiver, wherein the processor is configured to: control the transmitter to transmit information on a movement speed of the first UE to a base station, and control the receiver to receive at least one of channel information determined based on the movement speed of the first UE or a transmission and reception scheme determined based on the channel information, from the base station, wherein the channel information is previously measured by a second UE.
