Because it is not possible to sufficiently reduce the number base stations that start uselessly in spite of being in a low traffic state, it is not possible to lower interference between adjacent cells and power consumption sufficiently. A base station starts transmission of a control signal with predetermined power when communication between another base station and a mobile station is started and a first predetermined condition is satisfied.

A base station comprising: a receiver configured to receive information indicating switch off of a cell of the neighbor base station; and a controller configured to update cell information of the cell of the neighbor base station. 46 . The base station according to claim 45 , further comprising: a transmitter configured to transmit an activation request, to the neighbor base station, to request to switch on of the cell of the neighbor base station. 47 . The base station according to claim 45 , wherein the neighbor base station activates the cell upon receipt of the activation request. 48 . A method of a base station, the method comprising: receiving information indicating switch off of a cell of the neighbor base station; and updating cell information of the cell of the neighbor base station. 49 . The method according to claim 48 , further comprising: transmitting an activation request, to the neighbor base station, to request to switch on of the cell of the neighbor base station. 50 . The method according to claim 49 , wherein the neighbor base station activates the cell upon receipt of the activation request. 51 . A radio terminal comprising: a receiver configured to be capable of receiving a control signal from at least one of a first base station and a second base station; and a processor configured to be capable of performing a handover between the first base station and the second base station, wherein the first base station receives information indicating switch off of a cell of the second base station, and updates cell information of the cell of the second base station. 52 . A method of a radio terminal, the method comprising: receiving a control signal from at least one of a first base station and a second base station; and performing a handover between the first base station and the second base station, wherein the first base station receives information indicating switch off of a cell of the second base station, and updates cell information of the cell of the second base station. 53 . A non-transitory computer-readable recording medium having embodied thereon a computer program, which when executed by a computer provided in a base station, causes the computer to perform the processings comprising: receiving information indicating switch off of a cell of the neighbor base station; and updating cell information of the cell of the neighbor base station.
