What is claimed is: 1 . A battery charging apparatus of electric vehicle, comprising: a temperature sensor configured to sense a temperature of a battery; and a controller configured to discharge the battery and then charge the battery using any one of a low voltage converter and a motor based on the temperature. 2 . The battery charging apparatus of electric vehicle according to claim 1 , wherein the controller is configured to discharge the battery using the low voltage converter when the temperature of the battery ranges from a first threshold temperature to a second threshold temperature. 3 . The battery charging apparatus of electric vehicle according to claim 1 , wherein the controller is configured to discharge the battery using the motor when the temperature of the battery is equal to or less than a first threshold temperature. 4 . The battery charging apparatus of electric vehicle according to claim 1 , wherein the controller is configured to charge the battery when a discharging time of the battery exceeds a threshold time. 5 . The battery charging apparatus of electric vehicle according to claim 1 , wherein the controller is configured to charge the battery when the discharging of the battery is completed. 6 . A battery charging method of electric vehicle, comprising: confirming, by a controller, a temperature of a battery mounted within a vehicle using a temperature sensor; discharging, by the controller, the battery using any one of a low voltage converter and a motor based on the temperature; and charging, by the controller, the battery. 7 . The battery charging method of electric vehicle according to claim 6 , wherein the discharging of the battery includes: discharging, by the controller, of the battery using the low voltage converter when the temperature of the battery ranges from a first threshold temperature to a second threshold temperature. 8 . The battery charging method of electric vehicle according to claim 6 , wherein the discharging of the battery includes: discharging, by the controller, of the battery using the motor when the temperature of the battery is equal to or less than a first threshold temperature. 9 . The battery charging method of electric vehicle according to claim 6 , wherein the charging of the battery includes: confirming, by the controller, a discharging time of the battery and charging of the battery when the discharging time of the battery exceeds a threshold time. 10 . The battery charging method of electric vehicle according to claim 6 , wherein the charging of the battery includes: confirming, by the controller, a discharging completion of the battery and charging of the battery when the discharging completion of the battery is confirmed.
