Systems and methods are provided for secure offline transactions using a mobile device. The mobile device may include an encrypted data store in which encrypted payment processing data is stored, a risk assessment engine configured to retrieve the encrypted payment processing data and determine, based on the encrypted payment processing data, whether an offline payment is authorized, and a transaction pool configured to store the offline payment after the offline payment has been provided to a recipient. The mobile device may provide the offline payment that has been performed to a payment provider server for completion and/or funding when the mobile device obtains a network connection to the payment provider server following the offline payment.

What is claimed is: 1 . A mobile device, comprising: an encrypted data store in which encrypted payment processing data is stored; a risk assessment engine configured to retrieve the encrypted payment processing data and determine, based on the encrypted payment processing data, whether an offline payment is authorized; and a transaction pool configured to store the offline payment after the offline payment has been provided to a recipient. 2 . The mobile device of claim 1 , further comprising: a component for providing the offline payment to the recipient while the mobile device is offline. 3 . The mobile device of claim 2 , wherein the encrypted payment processing data comprises behavior information, location history information, and spending pattern information of a user of the mobile device. 4 . The mobile device of claim 3 , further comprising: a limit-checking engine configured to determine whether the offline payment exceeds a daily monetary limit and a daily transaction number limit. 5 . The mobile device of claim 4 , further comprising a transaction execution service configured to provide the stored offline payment to a payment provider server when the mobile device is connected to a network following the offline payment. 6 . The mobile device of claim 5 , further comprising a connection monitoring engine configured to determine whether the mobile device is connected to the network. 7 . The mobile device of claim 6 , further comprising a pre-requisite checking engine configured to determine whether a plurality of pre-requisites for offline payments are satisfied prior to operations of the risk-assessment engine. 8 . The mobile device of claim 7 , wherein the plurality of pre-requisites include a user profile pre-requisite and a location services pre-requisite. 9 . A method, comprising: storing encrypted payment processing data in an encrypted data store of an offline mobile device; retrieving the encrypted payment processing data with a risk assessment engine of the mobile device; determining, based on the encrypted payment processing data, whether an offline payment is authorized with the risk assessment engine; and storing the offline payment in a transaction pool on the offline mobile device after the offline payment has been provided to a recipient. 10 . The method of claim 9 , further comprising: obtaining payment processing data with the mobile device during online operations of the mobile device; and encrypting the obtained payment processing data with the mobile device. 11 . The method of claim 9 , further comprising, determining whether the offline payment exceeds a transaction limit for the mobile device to form the encrypted payment processing data. 12 . The method of claim 11 , wherein the determining whether the offline payment is authorized with the risk assessment engine includes performing behavior analysis operations, location history analysis operations, and spending pattern analysis operations with the risk assessment engine. 13 . The method of claim 9 , further comprising: determining that the mobile device is offline before the determining whether the offline payment is authorized; and determining that the mobile device is offline after the determining whether the offline payment is authorized. 14 . The method of claim 13 , further comprising: determining, following the storing, that the mobile device is online; and providing the stored offline payment to a payment provider server for funding of the offline payment by the payment provider server. 15 . A system, comprising: a mobile device, including: an encrypted data store in which encrypted transaction processing data is stored, a risk assessment engine configured to retrieve the encrypted transaction processing data and determine, based on the encrypted transaction processing data, whether an offline transaction is authorized while the mobile device is offline, and a transaction pool configured to store the offline transaction after the offline transaction has been performed; and a payment provider server configured to fund the offline transaction when the mobile device communicates the stored offline transaction to the payment provider server while the mobile device is online following the offline transaction. 16 . The system of claim 15 , wherein the payment provider server comprises an additional encrypted data store and an additional risk assessment engine configured to cooperate to process online transactions responsive to transaction requests received from the mobile device when the mobile device is online. 17 . The system of claim 15 , wherein the encrypted transaction processing data comprises behavior information, location history information, and spending pattern information of a user of the mobile device. 18 . The system of claim 15 , wherein the mobile device further comprises: a limit-checking engine configured to determine whether the offline transaction exceeds a daily monetary limit and a daily transaction number limit. 19 . The system of claim 15 , wherein the mobile device further comprises a transaction execution service configured to provide the stored offline transaction to the payment provider server when the mobile device is connected to a network following the offline transaction. 20 . The system of claim 15 , further comprising: a recipient device configured to receive a payment associated with the offline transaction from the mobile device while the mobile device is offline.
